Summary: The Salvation Army Trafficking Outreach Program and Intervention Techniques (STOP-IT) proposes to accomplish the following goals in its continued implementation of its comprehensive model to serve victims of human trafficking:

  1. Identify victims of sex trafficking and labor trafficking, as defined by the TVPA, within the proposed geographic service region and provide high quality and timely comprehensive services to victims of human trafficking and meet each victim's individualized needs.
  2. Collaborate with local, state, and federal law enforcement, as well as local public agencies, victim service providers, and nonprofit and faith-based organi2ations to enhance interagency collaboration and coordinated community response to victims of trafficking.
  3. Conduct training, public awareness, and community outreach activities to enhance the community response to victims of human trafficking.
  4. Monitor and evaluate the process and outcomes of the STOP-IT program to ensure the activities and outputs of the program are meeting intended goals related to service provision and impact on victims of human trafficking.

Through STOP-IT's dedication of one full-time Program Manager, two full-time and one part-time Outreach workers, as well as subcontracts with other direct service providers, STOP-IT will provide a comprehensive service model based on the client-centered approach, trauma-informed care and the provision of wrap-around services that allows STOP-IT to help victims of trafficking meet their individual needs. Comprehensive direct services will include: intake and eligibility assessments; intensive case management; shelter and housing; sustenance; medical and dental; substance abuse treatment; mental health treatment, emergency mental health assessments and individual or group counseling; interpreter/translator services; legal immigration services; legal assistance on family and civil matters; assistance in achieving HHS certification; victim advocacy and crime victims' rights; literacy education and job training and/or educational or GED assistance; transportation assistance; life skills training; 24-hour crisis response; drop-in center; and client emergency fund.

In order to effectively and adequately serve victims of human trafficking, STOP-IT will enhance the ability of professionals and key stakeholders within the community to better understand human trafficking and more effectively identify and serve victims through training and outreach. STOP-IT will build on existing partnerships and increase its collaborations with informal and formal partners to promote a coordinated response to victims of trafficking. STOP-IT will maintain an updated MOU with such partner agencies. Even more, to ensure STOP-IT's program is meeting its intended goals and objectives and effectively impacting victims of human trafficking, key stakeholders, and the community, STOP-IT will monitor its progress and conduct a program evaluation.
