Summary: By the following proposal Asian Pacific Islander Legal Outreach, Centro Legal de la Raza, the Victim Services Division-San Francisco District Attorney’s Office, unified as the Bay Area Legal Services for Survivors of Crime Network requests funding from the Office for Victims of Crime to develop a comprehensive legal services network to create holistic, culturally and linguistically competent legal services for victims of crime, particularly for underserved populations in Alameda and San Francisco Counties of California. This Collaboration will provide wrap around legal assistance to crime victims to meet all legal needs that arise in connection with their victimization including but not limited to civil legal assistance (including family, custody, dependency, employment, and administrative issues related to the victimization); enforcement of victims’ rights in criminal proceedings; assistance for victims of identity theft and financial fraud; and immigration assistance for human trafficking victims and battered immigrant women.

API Legal Outreach and this project’s partners have been recognized as leaders in the work to assist victims of crime. With services in English and 23 other languages on staff this network will effectively addresses the needs of both English and non-English speaking victims. API Legal Outreach has a long history of successful services to victims of crime in collaboration with law enforcement as well as NGO’s. The project will utilize a multi-pronged approach that builds on existing strengths, coordinates both direct services and pro bono efforts, and promotes broader community access and partnerships to ensure that victims’ rights are enforced:

  1. Develop and conduct a needs assessment for San Francisco and Alameda (Oakland) areas.
  2. Design a detailed plan for the provision of accessible, holistic legal services that includes policies, procedures, and protocols for providing victims with necessary legal services.
  3. Implement holistic, accessible, wrap around legal services upon OVC’s approval.
