Summary: The Suffolk County Day Reporting Program (DRC) and Dual Recovery Program are both operated through a joint effort between the County Probation and Community Mental Hygiene Departments. Both are licensed to provide mental health and substance abuse services to probationers. The Day Reporting Center provides education and employment services on site. In 2010, the County received a Second Chance Act award to expand the services of the Day Reporting Center to serve probationers with co-occurring substance abuse and mental health disorders. In Suffolk County, parole violators are often placed into the county jail when they relapse and commit a technical parole violation. The DRC can be considered a viable alternative to the jail for the violators. However, the DRC has only been a probation program and not available to parolees. Through this grant, Suffolk County would like to expand the program to serve parole violators with co-occurring disorders who are now placed in the Suffolk County jail when they relapse and violate their parole. This can help reduce the cost of incarcerating the parolees ($300 per day per inmate) and help to treat the substance abuse or mental health which caused the violation in the first place.

In year one, the program will target 24 adults (male and female) with co-occurring mental health and substance abuse disorders to enter the day reporting program. Another 24 will be served in year two. The program budget for the two years will be $ $599,379.00.
