The NCIS Family and Sexual Violence Program began in 1996 with the Domestic Violence Unit in Norfolk, VA. The program is active in the prevention of sexual and domestic violence within the Department of the Navy.

Dedicated special agents in NCIS field offices worldwide initiate investigations and operations in cases of:

  • child abuse
  • child sexual violence
  • child pornography
  • family/domestic violence
  • adult sexual assault
  • stalking

Working with NCIS staff psychologists, the Family Sexual and Violence program developed a Threat Management Unit (TMU). In addition to supporting investigations, the TMU staff sometimes provides threat management training to other law enforcement agencies anywhere in the world.

NCIS agents are also assigned to Internet Crimes Against Children (ICAC) task forces. There are 61 regional Task Force agencies funded by the United States Office of Juvenile Justice and Delinquency Prevention. The program goal is to enhance investigation responses to offenders who use the Internet or other computer technology to sexually exploit children. More information about the Internet Crimes Against Children (ICAC) task forces can be obtained at http://www.icactraining.org.
