Lifeline Public Service Announcements (PSAs)

Lifeline is a government benefit program that provides monthly discounts on ONE telephone service (wireline or wireless) for eligible low-income consumers. Lifeline service is a non-transferable benefit and is available to eligible low-income consumers in every state, territory, commonwealth, and on Tribal lands. You must be eligible to enroll, and you must reconfirm your eligibility with the service provider every year. Federal rules prohibit eligible consumers from receiving more than one Lifeline service per household. The following PSAs provide a general overview of the Lifeline program, eligibility requirements, and what to do if your household is receiving more than one Lifeline discount.

Lifeline PSAs on Eligibility

The Lifeline Eligibility 15-, 30- and 60-second PSAs provide an overview of the Lifeline Program Eligibility Requirements:

Lifeline Eligibility PSA - 60 seconds (Download MP3)

Script: "Lifeline is a government benefit program that provides discounts on phone service to qualifying low-income consumers. Consumers with proper proof of eligibility may be qualified to enroll. Federal rules prohibit eligible low-income consumers from receiving more than one Lifeline discount per household.

"The Lifeline program is available to eligible low-income consumers in every state, and on Tribal lands. All consumers must have an income that is at or below 135% of the federal Poverty Guidelines or participate in a qualifying federal or Tribal assistance program.

"More information about eligibility, how to apply for Lifeline benefits, or what to do if your household is receiving more than one discount, is available at the Universal Service Administrative Company's website www.usac.org. You may also call the Federal Communications Commission at 1-888-225-5322."

Lifeline PSAs on Duplicates

The Lifeline Duplicates 15-, 30- and 60-second PSAs make it clear that Federal rules prohibit eligible consumers from receiving more than one Lifeline service per household.

Script: "Lifeline is a government benefit program that provides discounts on phone service to consumers. Consumers with proof of eligibility may be qualified to enroll.

"Federal rules prohibit eligible low-income consumers from receiving more than one Lifeline discount per household. Consumers may receive a discount on either a wireline or wireless service, but not both. If your household is currently receiving more than one Lifeline, you must select a single provider by contacting the other Lifeline provider to de-enroll from their program. Consumers violating this one per household rule may be subject to criminal and/or civil penalties."

Script: "Lifeline is a government benefit that provides eligible low-income consumers with discounted phone service.

"Federal rules prohibit households from receiving multiple Lifeline benefits. Consumers violating this rule must select a single provider and de-enroll from any other Lifeline programs. Any consumer receiving more than one benefit may be subject to penalties.
