FY 2013 Support for Adam Walsh Act Implementation Grant Program
In fiscal year 2013, the SMART Office continues support for implementation of the Sex Offender Registration and Notification Act (SORNA), Title I of the Adam Walsh Child Protection and Safety Act of 2006, through posting of the SMART Office FY 2013 Support For Adam Walsh Act Implementation Grant Program solicitation. This funding assists jurisdictions in offsetting the costs of SORNA implementation and ongoing SORNA implementation assurance. Jurisdictions may receive up to $400,000 to further efforts at substantial implementation.

FY 2012 Funding Opportunities (solicitations closed)

In fiscal year 2012, the SMART Office is pleased to announce two additional solicitations: 1) SMART FY 12 Promoting Evidence Integration in Sex Offender Management Program: Circles of Support and Accountability for Project Sites and (2) SMART FY 12 Promoting Evidence Integration in Sex Offender Management Program: Circles of Support and Accountability Training and Technical Assistance Project. The goal of SMART’s Circles of Support and Accountability (COSA) initiative is to support the development or enhancement of COSA programs in jurisdictions. The COSA model is a supervision strategy involving the use of community volunteers to provide support to an individual sex offender while holding them accountable to their self-monitoring plan, typically following completion of legal supervision. SMART will fund up to three project sites, and an accompanying technical assistance provider, to substantially reduce the risk of future sexual victimization of community members by assisting and supporting released men in their task of integrating with the community and leading responsible, productive, and accountable lives.

FY 2012 Promoting Evidence Integration in Sex Offender Management Program: Implementation of the Sex Offender Treatment Intervention and Progress Scale (SOTIPS)
In fiscal year 2012, the SMART Office introduces the SMART FY 12 Promoting Evidence Integration in Sex Offender Management Program: Implementation of the Sex Offender Treatment Intervention and Progress Scale (SOTIPS) solicitation. This project supports the implementation of a sex offender risk assessment model that combines the use of static (STATIC 99-R) and dynamic (SOTIPS) risk assessment tools. The SMART Office seeks applications from jurisdictions interested in implementing this model of risk assessment in an effort to replicate previous findings from the 2008 National Institute of Justice study - A Model of Static and Dynamic Sex Offender Risk Assessment - and to further evaluate the effectiveness of this model of risk assessment.

FY 2012 Sex Offender Management Fellowship Program
The SMART Office is pleased to announce that it is seeking applications for funding under the SMART FY 12 Sex Offender Management Fellowship Program. This program will support the activities of up to three fellowship positions to assist SMART in its mission to assist states, the District of Columbia, territories, and tribal jurisdictions with developing and/or enhancing programs designed to implement the requirements of the Sex Offender Registration and Notification Act (SORNA) of the Adam Walsh Child Protection and Safety Act of 2006, and to promote innovation and best practices in the field of sex offender management. The fellowships will focus on 1) victims’ issues, 2) prevention and education, and 3) practices and research in Indian Country in the field of sex offender management.

SMART Awards

FY 2011 Adam Walsh Act Implementation Grants
Over $8.1 million will be used to develop or enhance sex offender registration programs; improve law enforcement and other justice agency information sharing as it relates to sex offender registration and notification; and implement other efforts aimed at furthering the objectives of Title I of the Adam Walsh Act, the Sex Offender Registration and Notification Act (SORNA).

FY 2011 Comprehensive Approaches to Sex Offender Management Grant
Over $1.8 million was awarded to the National Judicial College to support training and technical assistance to courts for the purposes of educating judicial personnel on sex offender management issues in order to better inform sentencing of sex offenders. Targeted, onsite technical assistance will also be provided to qualifying multi disciplinary teams with a focus on the role of the courts in sex offender management.
