CTSA RFA-TR-12-006 Information

In fiscal year 2013, NCATS expects to provide approximately $110 million to fund up to 18 awards in response to the U54 solicitation. With stakeholder input, NCATS has streamlined the application process to provide institutions with greater flexibility and more opportunities to build on institutional strengths. Eligibility

Refer to the current funding announcement for complete eligibility information. Institutional Clinical and Translational Science Awards are made to institutions that receive significant NIH funding. The CTSA application may include domestic institutions, universities, academic health centers, or other research organizations conducting clinical and translational research. New applicants and those that have received CTSA funding in the past can apply. However, currently awarded CTSA institutions with project period end dates in 2014, 2015 and 2016 are not eligible to apply in response to this announcement.

Other key elements include:

  • Application must include a graduate school accredited to award higher degrees in clinical and translational science.
  • Principal investigator (PI) is expected to be an established clinician/scientist who directly reports to an official with broad trans-institutional authority.
  • PI is expected to commit at least two and preferably six months effort to the award regardless of whether salary is requested.
  • Only one application per participating institution.

Budget

Details on how the budget has evolved to meet the needs of the current CTSA program can be found in the funding announcement. In general, the dollar amount an applicant may request depends on total institutional NIH funding, may not exceed $25 million per year, and all budget items should be well-justified. New applicants and their partners may request a budget based upon 3 percent of their total fiscal year 2011 NIH funding, including their partners’ funding, or $4 million per year, whichever is greater. Refer to the Fiscal Year 2011 Total NIH Funding Table to determine the NIH funding base for individual institutions.

An applicant institution that previously had a CTSA grant initially may request the same budget as it received in any one of the most recent three budget years (fiscal years 2010, 2011 or 2012) as indicated in section one of its Notice of Award, or 3 percent of its total fiscal year 2011 NIH funding, whichever is greater (see the funding announcement for details). If the initial budget is based on a prior award, the budget in subsequent years should be phased to meet the new budgetary expectations. Successful applicants will receive support through the Linked Specialized Center Cooperative Agreement mechanism, which includes a primary UL1 award and a linked KL2 award with an optional TL1 linked award.
