Program Description

Low-income Energy Assistance Program (LEAP) is a federally funded program administered by the Colorado Department of Human Services and is available November 1st through April 30th each year. Energy Outreach Colorado (EOC) also provides some of the funding for LEAP. LEAP is designed to help with your winter heating costs. LEAP is not intended to pay the entire cost of home heating. If you are applying for LEAP assistance, you should continue to pay your heating bill.

General Program Requirements

In order to qualify for this benefit program, you must be a resident of the state of Colorado and you must need financial assistance for home energy costs.

A person who participates or has family members who participate in certain other benefit programs, such as the Supplemental Nutrition Assistance Program (SNAP), Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF) or certain needs-tested Veterans benefits may be automatically eligible.
