The purpose of this amendment is to correct and/or update provisions of the RFP as follows:

  1. Section I, Technical Information, Item 1, Statement of Work, is amended so that the third paragraph under Phase II reads in part "Enroll and treat a minimum of 30 patients/year...". The remainder of this paragraph is unchanged.

  2. Section I, Technical Information, Item 4, Evaluation Factors for Award, including Technical Evaluation Criteria, is amended so that the first paragraph of subparagraph e. Small Disadvantaged Business Participation Program Evaluation reads as follows:

    Evaluation of Small Disadvantaged Business (SDB) Participation Plans will be assessed using the factors identified in Item 3, Section L Project Information, subparagraph e. If an offeror's proposal includes no small business participation plan, it will receive no consideration for this factor. If a plan is submitted as part of an offeror's proposal, it will be evaluated and its strengths and weaknesses will be detailed. The offeror will be given consideration for the plan and the weaknesses will be discussed during negotiations. Offerors submitting plans will be ranked using narrative assessments based on the factors in Section L following completion of discussions. The evaluation will not be based on absolute standards of acceptable performance. The Government is seeking to determine whether the offeror has demonstrated a commitment to use SDB concerns for the work that it intends to perform as the prime contractor. A final decision will be made based on all evaluation factors in the RFP.

  3. Section II (shown incorrectly within the body of the RFP as Section I), Specific RFP Instructions and Provisions, subparagraph k. Safety and Health Deviation PHS 352.223-70 (August 1997) is corrected to read HHSAR 352.223-70, Safety and Health (January 1998). The text of subparagraph k. remains unchanged.

  4. Section II (shown incorrectly within the body of the RFP as Section I), Specific RFP Instructions and Provisions, subparagraph m. Other Considerations, is amended to rename the item titled "NHLBI Public Use Data Clause--Clinical Center." This item is renamed "Limited Access Data--Clinical Center." Other than references to public use data, the text of subparagraph k. remains unchanged.
