Welcome to BUPERS-26

The Pay, Personnel & Benefits Branch acts as the Pay/Personnel Administrative Support System (PASS) Program advisor to the Chief of Naval Personnel.

Responsible for promulgation of operational/ execution policies to Commander, Naval Installations Command (PASS Program Manager) for the Navy Pay and Personnel Support Center (NPPSC), as well as to Navy pay and personnel departments of deployable ships and squadrons, including Sailors attached to Pay and Personnel Ashore (PSD Afloat).

Interprets policies, develops and disseminates field procedures in support of Federal statutes, legislative changes and Navy pay, personnel and transportation regulations originated from higher authority in support of active duty, reserves, retirees and their families.

Analyzes and disseminates field procedures in matters concerning DoD benefits eligibility programs and manages the Navy's portion of the DoD Identification (ID) Card System, the Defense Eligibility Enrollment Reporting System (DEERS), the Real Time Automated Personnel Identification System (RAPIDS) and the Common Access Card (CAC).
Ensure Navy's compliance with laws governing GI Bill programs, provide accurate data to Department of Veteran Affairs, enabling them to pay benefits to eligible claimants, as well as record member elections and ensure proper payment is collected by DFAS. Provide customer service to active duty, retirees and veterans.
