Describes a 3-year, federally funded, community-based pilot initiated by Ohio Cuyahoga County Department of Children and Family Services and Beech Brook. Goals were to increase and expedite the placement and adoption of children with special needs into a relative's home and to develop a concurrent alternative plan for children for whom no relatives were identified and no permanent home was found.
