USAID Handbook Series

As part of M/MPBP/POL’s effort to streamline Agency policy, the USAID Handbooks have been incorporated into ADS Chapters and Mandatory References. The old USAID Handbooks themselves are no longer valid. Please see the crosswalk below for a correlation between the old Handbooks and the ADS.

Superseded: Handbook 1 no longer exists.

Chapter 2, Obligation Procedures. Relevant material in the chapter had been included in ADS 621, Obligations, when it was originally published. Notification of the cancellation of the Handbook chapter was omitted in error.

Chapter 3 - Payment Procedures, was as superseded by

Chapter 4, Working Fund, Revolving Fund, Deposit Fund, Trust Fund and General Receipt Account Structure. Relevant material in the chapter has been included in ADS chapters 620, Financial Management Principles and Standards; 628, Gifts and Donations and Dollar Trust Fund Management; 635, Working Capital Fund, as well as detail code structure incorporated in Phoenix Procedures, when they were originally published. Notification of the cancellation of the Handbook chapter was omitted in error.

Appendix 4A was superseded by ADS 628, Gifts and Donations and Dollar Trust Funds Management.

Chapter 5 - AID Foreign Currency Programs superceded by ADS 624, Host Country Owned Foreign Currency

Chapter 6, - Loan Financial Management was superseded by ADS 623, Financial Management of Credit Programs.

Chapter 7, AID Billing and Collection Procedures was superseded by ADS 625, Administrative Accounts Receivable

Chapter 8, Financial Requirements of Missions. Relevant material in the chapter has been included in various ADS 620 - 637 chapters, Phoenix processing procedures, and Fiscal Year-end Closeout instructions.

Chapter 9, Mission Financial Reports. The material in this chapter is obsolete; the last update was made in 1987. The reporting submission methods were pre-internet and required fax submissions of manually prepared documents. The reporting is now done through data extraction, internet transmission, and systems interfaces. Reporting requirements are defined through the Phoenix system and Phoenix Procedures.

Chapter 10, Special Accounting Activities. Relevant material in the chapter has been included in Phoenix Procedures and annual Fiscal Year-end closing instructions.

Chapter 11, Operating Expenses. Most of the information in this chapter is in the ADS Budget Chapters; 601, Funding Source Policy, 602, Forward Funding of Program Funds, and 603, Forward Funding, Non-Program Funds. Other policy included in this chapter comes out annually as instructions for Budget Formulation, while the remaining is obsolete.

Chapter 12. Special Vouchering Activities. Relevant material in the chapter has been included in ADS 610, Use of Entertainment Account, Representation Allowances, and Program and Operating Expense for Entertainment and ADS 630, Payables Management.

Chapter 13, Imprest Fund Cashiers. Relevant material in the chapter had been included in ADS 630, Payables Management, when it was originally published. Notification of the cancellation of the Handbook chapter was omitted in error.

Chapter 14, Payroll Related Activities. Most of the chapter has been made obsolete with changes in USAID’s payroll processing with the National Finance Center (NFC), requirements for electronic payment dictated by legislation and role changes caused by various Agency reorganizations. Relevant materials on collection and limitations are in ADS 625, Administrative Accounts Receivable. If there are any parts that may still be applicable, they will be included in ADS 626, Payroll, when it is written.

Chapter 15, Accounting for AID Owned and Controller Property was superseded by ADS 629, Accounting for USAID Owned Property.

Chapter 16, Policy and Procedures for Audit Follow-up and attachment 16A were superseded by

  • ADS 591, Financial Audits of USAID Contractors, Grantees, and Host Government Recipients

The Records Dispositions Schedules, Subject Outlines, and NARA General Records Schedules are now Mandatory References for ADS 502. The Electronic Records Disposition Schedule was revised in its entirety.

The new schedule, GRS 20/USAID Combined Records Disposition Schedules supersedes Appendix 6C.

Exhibits A, B, and C in Part I on CS PARS replaced by the forms associated with ADS 462 (AID 400-1, 400-1A, 400-2, and 400-3).

Handbook 26: Position Classification, Pay and Allowances

Superseded:

Chapter 1 was superseded by ADS 456, Personnel Operations: Position Classification.

Chapter 2 was superseded by ADS 470, Pay Under the Foreign Service.

Chapter 3 was superseded by ADS 471, Pay Under the General Schedule. ADS 467, Federal Employees Pay Comparability Act of 1990 (FEPCA) Authorities supersedes two FEPCA Interim Operating Procedures that were published in Chapter 3.

Chapter 4 was superseded by ADS 473, Pay Under Prevailing Rate Systems.

Chapter 5 is no longer necessary. Please refer to the Pay Schedules on the Human Resources web site.

Chapter 6, Schedule of Pay Periods, is obsolete and no longer needed. It is now available from the Office of Personnel Management (OPM) or the National Finance Center, and can be addressed on the internet.

Handbook 26, Chapter 7 was superseded by mandatory reference, 472mai, Salary Allotments and Deductions.

Chapter 6 was superseded by ADS 487, Disciplinary and Adverse Action Based on Misconduct - Civil Service.

Chapter 7 was superseded by the following ADS chapters:

  • ADS 452, Reduction in Force - Civil Service

Chapter 8 was superseded by ADS 453, Furlough - Civil Service and Foreign Service. ADS 450, Termination of Time-Limited Appointments - Foreign Service (FS) supersedes 8F including attachments 8A and 8C.

Chapter 9 was superseded by ADS 455, Reduction in Force - in the Senior Executive Service.

Handbook 31: Foreign National Personnel

Superseded: Handbook 31 was superseded by the following ADS chapters:

  • ADS 495, Foreign Service National Personnel Administration
  • ADS 496, FSN Emergency Health and Accident Insurance

Handbook 32: Personnel Actions, Records and Reports

Note: For ADS CD 20 (6/29/2000), Supplement 1A Part II: Contents of the Evaluation File - Civil Service and Foreign Service Employees was revised. Two items (Critical Letters and Disciplinary Decision Letters) were added to the list of documents in employee files and one item (Letters of Reprimand) was deleted from list of documents to make the lists consistent with ADS 463, Foreign Service Boards.

Superseded:

Handbook 32, Chapter 1 was superseded by mandatory reference 511maa, Official Personnel Files and Records.

Chapter 2 is now covered by RAMPS Manual. Questions regarding RAMPS may be directed to the Chief, Information Management Branch, Personnel Policy and Information Management Division, Office of Human Resources.

Chapter 3 is no longer valid. Per HR certification 09/24/2003, this chapter was eliminated and is not being replaced.

Chapter 4 is no longer necessary.

Chapter 5 is no longer necessary.

Handbook 33: Overseas Position Management, Volume 1

Handbook 33 was superseded by Mandatory Reference for ADS 456, Personnel Operations: Position Classification
