General Risk-Based Capital Rules

In 1988, the Basel Committee on Banking Supervision (BCBS), with the endorsement of the G-10 Governors, published the first international capital framework for banks, entitled "International Convergence of Capital Measurement and Capital Standards" (Basel I Accord). In 1989, the Office of the Comptroller of the Currency (OCC), Board of Governors of the Federal Reserve System, Federal Deposit Insurance Corporation (FDIC), and Office of Thrift Supervision (OTS) finalized the general risk-based capital rules to implement Basel I for U.S. banks.
