MAC Collaboratives State Toolbox

The Medicaid and CHIP Learning Collaboratives (known as the MAC Collaboratives) were established by the Centers for Medicare & Medicaid Services (CMS) to help state and federal partners work together to advance high-performing state health coverage programs. Over a two-year period, a series of collaborative work groups are addressing critical topics for establishing a solid health insurance infrastructure. This online State Toolbox was created to share practical tools and resources that the collaboratives have used or developed with all states and interested Medicaid stakeholders. Content will include presentations developed for the collaborative work sessions; documents to help guide states through policy options; model business practices; sample contract language; requests for information draft language; and relevant background resources.  

The toolbox is organized by the learning collaborative topics:

  • Expanding Coverage: Resources to help states design eligibility and enrollment policies and procedures as well as covered benefits to fulfill new federal requirements.
  • Value-Based Purchasing: Resources to help states develop value-based purchasing approaches in both fee-for-service and risk-based managed care delivery systems, including new payment strategies and integrated care models, e.g., health homes, accountable care organizations, shared savings, and other models.
  • Exchange Innovators in Information Technology: Resources to help states develop the information technology infrastructure required to operate health insurance exchanges.
  • Promoting Efficiency and Effectiveness in Information Technology Practices: Resources to help states design and develop information technology infrastructure that supports high-performing Medicaid programs.
  • Data Analytics: Resources to help states address how to use data to evaluate program outcomes, drive continuous improvement, and enhance transparency and accountability.
