About the Division

The Justice Management Division (JMD), under the direction of the Assistant Attorney General for Administration, provides advice and assistance to senior management officials relating to basic Department policy for budget and financial management, personnel management and training, facilities, procurement, equal employment opportunity, information processing, records management, security, and all other matters pertaining to organization, management and administration.

  • Deputy Assistant Attorney General Information Resources Management

    The Deputy Assistant Attorney General for Information Resource Management / Chief Information Officer (DAAG IRM/CIO) provides leadership relating to the management of the Department's information technology resources by formulating department-wide Information Technology (IT) policies and strategic plans. The CIO provides guidance and review oversight, and makes recommendations concerning the IT budget requests of the Department's component agencies. Further responsibilities include the delivery of information to U.S. citizens through the Internet and oversight of the security of the Department's information systems.

  • Electronic Government Services Staff

    The mission of the Electronic Government Services Staff (EGSS) is to facilitate the timely, cost effective delivery of high quality information by making Department of Justice information and services readily available to citizens via the Internet, and by improving electronic communication across Justice and among the Department's mission partners.

  • Enterprise Solutions Staff

    The Enterprise Solutions Staff (ESS) oversees critical information technology (IT) projects so that they meet cost, schedule, and performance goals. The staff maintains a portfolio of common solutions, collaborating with Department of Justice components to develop blueprints for assessing, selecting, sizing, and sequencing common solution projects.

    The mission of the Information TechnologySecurity Staff (ITSS) is to ensure the protection of Department of Justice information systems that collect, process, transmit, store, and/or disseminate either classified or sensitive but unclassified information.

  • Operations Services Staff

    The Operations Services Staff (OSS) offers a wide range of information technology (IT) business solutions to Department of Justice components and other federal agencies. Services provided through OSS include: application hosting on OSS-owned platforms; hosting of customer-owned equipment; Justice Consolidated Office Network (JCON) operations classified and Senior Management Offices/Justice Management Division unclassified; Justice Secure Remote Access (JSRA); Justice Telecommunications System (JTS); voice services; and, web services.

    The Office of the Controller manages the Department's appropriations, budget, finance, and procurement functions through the activities of the Budget Staff, Finance Staff, Asset Forfeiture Management Staff, Debt Collection Management Staff, and the Procurement Services Staff.

  • Budget Staff

    The Justice Management Division is a component of the Department of Justice (DOJ) that provides a wide variety of support and oversight functions for the Attorney General and the Department’s components. The JMD Budget Staff serves as the central budget office for DOJ, overseeing all aspects of planning and preparation of the budget for the entire Department of Justice, which totals over $30 billion.

  • Debt Collection Management Staff

    The Debt Collection Management Staff (DCMS) provides the operational, litigation support, policy and client support services, training, and reporting needed to facilitate the collection of debts owed to the United States Government.

  • Finance Staff

    The Finance Staff finds solutions dedicated to keeping the Department financially sound while providing financial policy, guidance, oversight, accountability and services to support the Department.

    More specifically, the Finance Staff develops, maintains and administers the Department’s Financial Management Information System; directs an accounting program supporting the operational processing of funds; directs automated employment system supporting records processing for personnel functions (except for the FBI); provides payroll accounting services for all Department employees; and represents the Department in its contacts with all Federal departments and agencies regarding finance and accounting policies, standards, systems and activities.

  • Unified Financial Management System

    The Unified Financial Management System (UFMS) Program was established by the Department of Justice (DOJ) to manage the implementation of a new financial and acquisition management system to improve the financial, budget and acquisition operations within the Department and its Components. The future efficiency of financial management at DOJ depends to a large extent on implementation of a single, Department-wide, standard accounting system.

    The unification of DOJ financial and acquisition management systems represents a singular opportunity to develop true Department-wide business practices, standard processes and to implement a federally compliant core financial system. UFMS will provide DOJ with timely information available on demand, consolidated cross-Component financial and acquisitions information, and standardized reporting across all of the Components.

  • Deputy Assistant Attorney General Human Resources/Administration

    The Deputy Assistant Attorney General for Human Resources and Administration (DAAG/HRA) is responsible for Departmental human resources, facilities, security and emergency planning, equal employment opportunity, library services, executive secretariat and administrative support functions. The DAAG/HRA serves as the Department's Chief Human Capital Officer and in that capacity is responsible for ensuring that the Department has a strategic approach for attracting, maintaining, and developing the human capital needed to carry out the mission of the Department of Justice.

  • Consolidated Executive Office

    The Consolidated Executive Office (CEO) provides quality administrative support in the areas of financial management, acquisition services, human resources liaison, voice and data communications, and facilities coordination to the executives, managers and employees of the Department's leadership offices, senior management offices, and selected Justice Management Division staffs. CEO provides support in a collaborative and productive manner allowing these offices to concentrate on their individual missions. Customer service and accountability for every requirement is our priority.

  • Departmental Executive Secretariat

    The Departmental Executive Secretariat (ExecSec) was established in 1982 as part of the Office of the Deputy Attorney General and given responsibility for controlling and managing correspondence emanating to and from the Attorney General (AG), Deputy Attorney General (DAG), Associate Attorney General (ASG), and specific correspondence addressed to or from the Office of Legislative Affairs (OLA). In 1988, ExecSec expanded its role by providing records management services to the three principal Executive Offices (AG, DAG, and ASG).

  • Equal Employment Opportunity Staff

    The Equal Employment Opportunity Staff (EEOS) is responsible for developing policy, methods, and procedures for the implementation of the EEO program throughout the Department. EEOS provides advice, technical assistance, and support to management officials and bureau EEO personnel. Additionally, EEOS maintains the integrity of EEO programs by monitoring and evaluating the effectiveness of EEO officials and their programs.

    The Facilities and Administrative Services Staff (FASS) provides dedicated facilities management, logistics management, and administrative support service for the Offices, Boards and Divisions (OBDs) of the Department of Justice. FASS is also responsible for policy oversight and programs management for the following Department-wide areas: Real Property asset management, Department Rent Management System (DRMS), Environmental Program, Energy Management Program, Occupational Health & Safety Program, and Workers Compensation Program.

  • Library Staff

    The Department of Justice (DOJ) Main Library in the Robert F. Kennedy Justice Building is a broad research facility with extensive legal and non-legal collections. The DOJ Library Staff specializes in providing Legal and General Reference and Research, Legislative Research, Inter-Library Loans for DOJ researchers, Research Resources Acquisitions for DOJ Staffs, and other library services to DOJ employees. Six DOJ Library branch locations in Washington, D.C. directly support the research needs of the litigating DOJ Divisions (Antitrust, Civil, Civil Rights, Environment and Natural Resources, and Tax). Other DOJ component libraries (ATF, BOP, DEA, FBI, US Attorneys, etc.) provide services to DOJ components and maintain specialized collections of particular interest to those areas of DOJ.

  • Security and Emergency Planning Staff

    The Security and Emergency Planning Staff (SEPS) directs the Department of Justice, according to Department of Justice Order 2600.2D, in government-wide policies and initiatives pertaining to physical security, emergency preparedness, personnel security, litigation security, and information assurance. SEPS also provides security management to the Justice Command Center, a secure 24-hour facility operating in support of law enforcement and national security programs.

  • Deputy Assistant Attorney General Policy, Management and Planning

    The Deputy Assistant Attorney General for Policy, Management and Planning (DAAG/PMP), who also serves as the Department's Senior Procurement Executive, supports the policy and management initiatives of the Department's leadership, ensuring that high-priority programs, such as those contained in the President's Management Agenda, are properly addressed. This responsibility includes managing the formal process to establish or reorganize DOJ organizations, serving as the Department's liaison with the GAO and Inspector General, advocating the President's competitive sourcing initiative, overseeing the Department's ethics program, improving the utilization of small and disadvantaged businesses, and articulating and implementing an effective Department Records Management Program.

  • Departmental Ethics Office

    The Departmental Ethics Office is responsible for administering the Department-wide ethics program and for implementing Department-wide policies on ethics issues. The Office provides advice and training directly to employees in the Department’s Senior Management Offices, the Justice Management Division, the Office of Public Affairs, the Office of the Federal Detention Trustee, the Office of Dispute Resolution, and the Office of Tribal Justice, and supervises the ethics programs in the remaining Department components. Each component has a Deputy Designated Agency Ethics Official who is responsible for administering the ethics program within his or her component.

  • Internal Review and Evaluation Office

    The Internal Review and Evaluation Office provides senior management with guidance on the implementation of government-wide internal control and procurement initiatives. The Office supports the Department on matters related to audits and program reviews by the Office of the Inspector General and the Government Accountability Office.

  • Office of General Counsel

    The Office of General Counsel of the Justice Management Division (JMD) is primarily responsible for providing legal advice and guidance to the Assistant Attorney General for Administration, JMD staffs, the Office on Violence Against Women and Department leadership on a diverse range of legal and policy questions relating to the organization, management and administration of the Department. Major practice areas include: appropriations, budget and financial management, grants award and administration, personnel matters, information resource and records management, Freedom of Information and privacy matters, security , contract and procurement, executive travel, delegations of authority, and real property and material management. The Office of General Counsel also represents JMD (and, on occasion, other DOJ components) in administrative litigation.

  • Office of Records Management Policy

    The Office of Records and Management Policy (ORMP) was established by the Department to develop and implement a modern records management program for the paper and electronic records of the DOJ. The ORMP's responsibilities include:

    Development of Orders, policies, and procedures, and long-range and strategic planning consistent with DOJ's mission, goals and management processes.

    Liaison with the NARA and works with all components of DOJ to provide legal, business, and policy guidance and support for the DOJ modern records program.

    Facilitate component collaboration on records issues and coordinates DOJ input on legislation and regulations that relate to records management.

    Manage the operations associated with the Offices, Boards and Divisions' transfer of Department records to records centers as appropriate and accessioning of permanent records to the National Archives.

    Works with private and other public sector entities on critical records management issues and policies.

  • Office of Small and Disadvantaged Business Utilization

    The Office of Small and Disadvantaged Business Utilization (OSDBU) ensures that small businesses, including small disadvantaged businesses, woman owned small businesses, service disabled veteran owned small businesses, and HUBZone certified businesses, have the maximum practicable opportunity to participate in our work as prime contractors and subcontractors.

    DOJ is committed to encouraging and assisting small businesses seeking contracts with the Department. The acquisition function in the Justice Department has been assigned to each of our bureaus' contracting staffs, most of which are located in the metropolitan Washington, D.C. area. We've prepared several avenues to assist you in getting better acquainted with the requirements and procurement practices of the bureaus that make up "the largest law firm in the Nation."

  • Procurement Services Staff

    The Procurement Services Staff (PSS) provides acquisition support primarily to the Department's litigating components (Antitrust Division, Civil Division, Civil Rights Division, Criminal Division, Environment and Natural Resources Division, Tax Division and U.S. Attorneys) as well as other DOJ components such as the U.S. Trustees and JMD Staffs. PSS, on occasion, provides support on a Department-wide basis. Annual expenditures under contracts and task/delivery orders for which PSS is responsible total approximately $1 billion.
