Government Accountability Office Reports

The Government Accountability Office (GAO) is an independent agency whose mission is to "provide Congress with timely information that is objective, fact-based, nonpartisan, non-ideological, fair, and balanced." While the focus is often on the Federal sector, the analyses are often useful to fusion centers grappling with some of the same issues.
