Training & Technical Assistance Opportunities

The Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), supports comprehensive training and technical assistance programs to advance the successful implementation of justice information sharing across the country. BJA coordinates the implementation of this training and technical assistance through a strategic partnership of national stakeholder organizations known collectively as the Justice Information Sharing Training and Technical Assistance Committee (JTTAC). JTTAC represents several organizations that play significant leadership roles assisting jurisdictions across the country needing training and technical assistance.

It is through the collective efforts of the JTTAC members, combined with funding from BJA, that the courses and assistance opportunities outlined below are available to the field.

  • NIEM Executive Briefing
    This online webinar gives executives the information they need to make informed decisions about implementing NIEM, including the business value, basic requirements, and cost benefit considerations. The recorded presentation is given by leaders in the information sharing community and runs approximately 90 minutes.

  • NIEM Practical Implementer’s Course
    This three-day course provides hands-on practical implementation strategies for data exchanges and methodologies utilizing NIEM. Training can be customized for all NIEM domains, including audience-relevant case studies and scenarios to illustrate NIEM benefits. The first part of this course incorporates some materials as an introduction to XML, but students are expected to be familiar with basic XML concepts as a prerequisite.

  • NIEM Practical Implementer’s Course (Online Training)
    The Practical Implementer’s Course is also offered in an online version. This course brings flexibility to the student, utilizing an on-demand style of instruction so that students can learn at their own pace and without needing to travel to classroom environments. The course contains 17 content modules that include over 8 hours of video presentations. The length of time to complete the course will vary by student, but a general estimate would be 16 to 20 total hours.

  • Justice Technical Assistance Program
    JTTAC partners offer technology assistance to state and local jurisdictions to assist with the planning and implementation of information sharing projects in the justice, public safety, and homeland security domains. Engagements range from simple question and answer phone calls to 1-5 days of on-site assistance, depending on complexity.  Inquire through the point of contact below for additional information and how to get started.

  • Justice Information Exchange Model (JIEM) Training Program
    Developed by SEARCH, the JIEM tool and methodology provide a framework for modeling business requirements and documenting data exchange content. JIEM analysis supports subsequent IEPD development and simplifies the process of documenting information exchange context and content. Currently, training is offered via web based instructional sessions on a quarterly basis, or on-site in some cases. Beginning in the fall of ’09, SEARCH will offer a JIEM e-Learning version.

  • National Information Sharing Standards Knowledgebase and Help Desk
    The National Information Sharing Standards (NISS) Knowledgebase and Help Desk allows users to find answers to technical questions regarding the content, principles, and best practices for using GJXDM, NIEM, JRA, and other national standards and programs. Live technical support is available by phone, or questions may be emailed or posted online.

  • Justice Information Sharing Practitioners Network
    As a network of state and local justice information sharing practitioners, the Justice Information Sharing Practitioners Network (JISPnet) helps promote best practices, standards, and resources for solving information sharing issues within criminal and juvenile justice at local, state, and national levels. In the past year, JISPnet has brought together over 900 members from across the United States and beyond to share ideas, concepts, standards, experiences, and resources within its peer network through the use of online forums, special events, and online seminars.

  • Enterprise Architecture Program Toolkit & Resources
    The NASCIO Enterprise Architecture Cooperative works to enable quality leadership, coordination, communication, and technology decisions throughout government with emphasis on state implementation. The tools available here contain a large selection of informational briefings and publications on topics both technical and policy-oriented, including a focus on data governance challenges and solutions.

  • Justice Information Sharing Policy Academy Program
    The National Governors Association facilitates national Policy Academies to address various topics in information sharing that are of current interest to state governments. It is designed to shepherd participants from concept to operation of a particular initiative, such as Developing a Privacy Policy or Combating Identity Theft, and includes relevant training and technical assistance. As the process is offered at no cost to participants, selection is often limited and competitive.

  • National Criminal Intelligence Resource Center
    The National Criminal Intelligence Resource Center maintains a calendar of all training, technical assistance, and informational events in the justice community related to the criminal intelligence function of law enforcement registered through their official site.  Often, training is open to multiple organizations, and partnership opportunities for training are always encouraged.

  • Cyber Crime Training Programs
    SEARCH's High-Tech Crime Training is comprised of a team of experts who provide training classes, technical workshops and hands-on assistance to local, state, and federal justice and public safety agencies nationwide. From the SEARCH offices in Sacramento, CA, as well as on-site, SEARCH trains and assists investigators in methods to prevent, detect, and investigate the rising tide of computer crime, also referred to as eCrime, cyber crime, or high-tech crime.

  • Law Enforcement Information Technology Standards Council (LEITSC)
    The International Association of Chiefs of Police (IACP), with support from several agencies within the US Department of Justice, offer a Training and Technical Assistance Program (TTAP) that promotes effective technology management through training, products and resources to help law enforcement executives identify departmental needs and effectively select, implement, and evaluate technology. Of significant importance within the TTAP program is an emphasis on Computer-Aided Dispatch (CAD) and Records Management System (RMS) design and procurement challenges, as identified and addressed by the LEITSC Council, which is comprised of IACP, the National Sheriffs Association, The National Organization for Black Law Enforcement Officials, and the Police Executive Research Forum.  IACP also operates a LEITSC help desk to assist law enforcement in using the CAD and RMS functional standards and other products.

APPA: The American Probation and Parole Association (APPA) is an international association composed of individuals from the United States and Canada actively involved with probation, parole, and community-based corrections in both adult and juvenile sectors. All levels of government are counted among its constituents. APPA conducts the largest national training institute for community corrections offering workshops, special sessions, resource expo, and networking opportunities tailored to individual needs.

IIR: The Institute for Intergovernmental Research (IIR), a nonprofit research and training organization, specializes in law enforcement, juvenile justice, criminal justice, and homeland security issues.  IIR provides local, state, tribal, and federal law enforcement agencies with assistance needed to implement changes that promote greater governmental effectiveness.

IJIS: The IJIS Institute provides training essential to the successful implementation of information sharing projects in the justice, public safety, and homeland security communities. IACP: The International Association of Chiefs of Police (IACP) is the world’s oldest and largest nonprofit membership organization of police executives, with over 18,000 members in over 100 different countries. The International Association of Chiefs of Police training portfolio is targeted toward police and law enforcement officers, and covers a wide range of crucial issues relevant to the field.

JISP: As a network of state, tribal, and local justice and public safety information sharing practitioners, the Justice Information Sharing Practitioners (JISP) Network is committed to increasing local, regional, and national sharing of justice information through peer collaboration and facilitation. JISP improves the capacity and management of information sharing efforts nationwide by facilitating communication among justice technology practitioners and managers, sharing resources, offering and facilitating training and technical assistance, and providing guidance and direction regarding standards and model approaches.

NASCIO: The National Association of State Chief Information Officers (NASCIO) represents state chief information officers and information resource executives and managers from the 50 states, six U.S. territories and the District of Columbia. State members are senior officials from any of the three branches of state government that have executive-level and statewide responsibility for information resource management.

NCJA: The National Criminal Justice Association (NCJA) works to promote a balanced approach to communities’ complex public safety, criminal and juvenile justice system problems.  The NCJA offers a number of different opportunities to enhance the professional development of state, tribal, and local criminal and juvenile justice decision makers and policy makers through both educational training and events. NCJA also promotes a variety of events and conferences, all designed to increase networking opportunities and to foster the exchange of valuable knowledge and skills.

NCSC: The National Center for State Courts (NCSC) helps courts improve the administration of justice and service to the public by offering quality products and services to meet both the current and future needs of the state court community. NGA: Founded in 1908, the National Governors Association (NGA) is the collective voice of the nation's governors and one of Washington, D.C.'s most respected public policy organizations. The NGA provides governors and their senior staff members with services that range from representation on Capitol Hill on key federal issues to developing policy reports on innovative state programs. NGA also provides management and technical assistance to both new and incumbent governors.
