Any HOME funds appropriated in FY 2006 will not be available for HOME participating jurisdictions (PJs) to expend after September 30, 2013 (for more information please see HOME FACTS - vol.2, no.2 (dated February, 2009). HOME funds remaining in the PJ’s FY 2006 grant on this date will be recaptured by the United States Treasury. Unexpended HOME funds on grants from 1992 through 2001 are not subject to these rules. However, all HOME grants beginning with FY 2002 are subject to these rules each September 30 - eight years after the start of the FY in which the funds were appropriated.
In an effort to assist PJs in identifying FY 2006 and older grant balances, the Office of Affordable Housing Programs (OAHP) will post a report periodically identifying each PJ that has a grant balance for FY 2006 and earlier. This report is an MS Excel spreadsheet, which is broken up by state. PJs can use this report to identify FY 2006 and older grant balances. The report provides data on the following:
- Fiscal year of available funds
- Source of funding (e.g. the PJ or a state-recipient)
- Recipient of these funds(e.g. PJ, CHDO, state- or sub-recipient)
- Fund type (e.g. EN, AD, CR, or SU)
- Amount authorized to the recipient to commit and draw
- Balance available to commit and/or draw for each recipient of funds.
NOTE: All drawdown requests through IDIS must be submitted by close of business September 27, 2013.
