Emergency Plans

Emergency Operations/Management Plans provide frameworks for performing emergency functions during a disaster or crisis event. Emergency Plans may be divided into four elements: Prevention, Preparedness, Response, and Recovery.

  • Boulder County, Colorado Emergency Operations Plan
  • This is one of two plans that detail the emergency operations structure and functions for the State of Colorado as well as Boulder County. When viewed together, the National Incident Management System (NIMS) and Incident Command System (ICS) structure for the emergency response and the interplay between the state and county roles is evident. These plans include annexes on hazards and hazard probability, demographic make up, impact summaries, and Emergency Support Function Annexes. These plans do contain all the elements NIMS requires, and while they are not focused on communications planning, could serve as models for communications plans or be expanded to encompass communications by, for example, appending a frequency guide.

  • Florida State University, Tallahassee, Florida Emergency Plan
  • Florida State University (FSU) is a campus with more than 40,000 students. FSU has multiple primary and secondary methods of communicating with the campus community. Primary methods include sirens, radio, and computer network pop-up windows. Secondary methods include Seminole cable television, press releases, Facebook and MySpace pages. FSU Alerts is an opt-out e-mail and text message alert system. When students register for classes, they are asked to provide their cellular phone number for this text message alert system. If students choose not to participate, they must check a disclaimer box that the student acknowledges opting-out of the system.

  • Florida Fire Chiefs' Association: Statewide Emergency Response Plan
  • The Florida Fire Chiefs' Association Plan provides for mobilization, deployment, organization, and management of emergency resources at the local, county, and state level. The Plan assists local agencies in mitigating the effects of a large scale disaster. .

  • Hampton Roads Special Needs
  • This website may help those who have special medical needs plan for emergencies. The website also houses the voluntary Medical Needs Registry for residents in the Hampton Roads area. The website and registry were developed by the Hampton Roads Planning District Commission's Regional Emergency Management Technical Advisory Committee.

  • Hawaii Catastrophe Plan
  • This plan provides guidelines for responding to, and recovering from, a category four hurricane that has a direct hit on Oahu. Hawaii has engaged in a joint planning exercise that employs FEMA's Integrated Planning System.

  • Louisiana State University (LSU) is a campus of approximately 30,000 students. LSU's Emergency Text Messaging Alert system page provides information on how students, staff, and faculty can opt-in to the system. LSU Emergency Text Messaging System page also provides technical information on how the text message system works, with information on the average delivery rate, message length, and delivery failure probabilities.

  • Department of Homeland Security (DHS) National Emergency Communications Plan (NECP) (2008)
  • The NECP is a strategic plan that sets goals and identifies key national priorities to enhance governance, planning, technology, training and exercises, and disaster communications capabilities. The NECP provides recommendations, including milestones, to help emergency response providers and relevant government officials make measurable improvements in emergency communications over the next three years.

  • National Hurricane Operations Plan (2010)
  • The National Hurricane Operations Plan provides the basis for implementing agreements reached at the Interdepartmental Hurricane Conference (IHC), which defines the roles of individual agencies, participating in the tropical cyclone forecast and warning program when more than one agency is involved in the delivery of service in any specific area. The procedures and agreements contained herein apply to the Atlantic Ocean, Gulf of Mexico, Caribbean Sea, and the Pacific Ocean.

  • The National Strategy for Homeland Security provides a framework for the prevention and disruption of terrorist attacks, protection of people, critical infrastructure and key resources, as well as response and recovery from incidents that do occur. The strategy includes a comprehensive approach to risk management, building a culture of preparedness, developing a comprehensive Homeland Security Management System, improving incident management, better utilizing science and technology, and leveraging all instruments of national power and influence.

  • State University of New York Oswego, Oswego, New York Emergency Plan
  • State University of New York Oswego (SUNY Oswego) is a campus with less than 10,000 students. SUNY Oswego (and other SUNY campuses) are part of the NY Alerts system, an opt-in emergency messaging service offered through New York State Emergency Management Office. The system is only for emergencies, and only SUNY Oswego University Police and Public Affairs staff have the ability to send emergency alerts to members of the Oswego campus community. The system allows e-mail, telephone and text messages to be sent automatically to all members of the campus community who have provided their contact information.   • Tillamook County, Oregon: Emergency Communications and Interoperability Plan
  • The Tillamook County, Oregon Plan provides organization and management for communications support required in emergency situations. The plan also addresses interoperability with local, state, and federal counterparts during emergency operations. Tillamook County has a population of 27,000, encompasses mountainous terrain, and is isolated from major cities and resources.

  • University of Illinois Champaign-Urbana Emergency Plan
  • The University of Illinois Champaign-Urbana (UIUC) is a campus with more than 40,000 students. The campus uses a mass notification software program called "UI-Emergency." This system sends messages via text, cell phone, email, and/or land line phone to all members of UIUC community. All faculty, staff, and students are pre-enrolled in the UI-Emergency system using their campus email address.

  • University of Maryland, College Park, Maryland Emergency Plan
  • The University of Maryland (UMD) is a campus of approximately 45,000 students. UMD uses three means of notifying the campus community of emergencies: text messages and e-mail messages via UMD Alerts (opt-in subscription); early warning siren system; and Alertus Notification Beacons (Beacons are an integrated siren, strobe, and message display device mounted on walls). UMD's Emergency Preparedness page also provides a link to Emergency Procedures and Actions Plans, as well as an instructional video for students on how to respond to emergency alerts on campus.

  • University of North Carolina, Chapel Hill Emergency Plan
  • The University of North Carolina (UNC), Chapel Hill, is a campus with more than 25,000 students. The campus recently launched Alert Carolina to educate the campus community about what to do in an emergency and where to find safety-related information and resources. In an emergency, UNC will send a text message to students, faculty and staff who have registered their cell phones in the opt-in system. In addition, UNC will utilize voice mail, campus email, television, and local media to share emergency information.

  • The University of Washington's Emergency Response Management Plan provides an organized management system for the UW campus to follow in the event of a crisis on or near campus. It serves as a guide for the University to prepare and coordinate all phases of emergency management operations including preparation and the management of information, activities and operations during and after an emergency.

  • UW - Milwaukee's Emergency Operations Plan establishes procedures and an organizational structure for the University's response to and recovery from emergencies. This comprehensive plan details how to the University will confront a crisis situation based on two main components: Emergency Response Procedures and Crisis Management Procedures.

  • Virginia Polytechnic Institute and State University (VA Tech) Emergency Plan
  • Virginia Tech is a campus of approximately 30,000 students. VT Alerts is Virginia Tech's urgent notification system, comprised of a variety of methods by which the university can contact students, faculty, and staff. VT Alerts uses several methods to reach the campus community, including text messages, phone calls, online instant messages, and emails. During an emergency, VT Alerts cycles through all points of contact until a confirmation receipt is issued from the user that the emergency message was received. VT Alerts is an opt-in subscription service.
