Universal MIS-EBT Interface
Specification

Interface Specification document dated June 2012 is now available.
The document has been updated from the last draft version based on
the comments reviewed and accepted.
As new and updated MIS and EBT systems are implemented, whether a
new system or transfer of an existing system, the Universal
Interface Specification must be followed. All WIC State agencies and
their Management Information System (MIS) and Electronic Benefit
Transfer (EBT) contractors are required, at a minimum, to implement
the required functions. Optional functions may be implemented at the
WIC State agency’s discretion. However, if a WIC State agency
chooses to implement an optional function, the implementation must
comply with the Universal Interface Specification. State agencies
currently operating EBT delivery systems will be required to comply
with the Specification when making a major MIS update or when they
re-procure EBT services. State agencies should consult with the Food
and Nutrition Service regarding any issues that arise in complying
with the Universal Interface Specification.
When WIC State agencies find the need for additional changes to
the Universal Interface Specification, Change Requests may be
submitted to FNS via the WIC Technical Documents Partnerweb. The
Change Request process is designed to include all stakeholders in
reviewing the proposed change and reaching consensus to incorporate
a proposed change into the Universal Interface Specification.
Change Requests will be reviewed initially by FNS and scheduled
for discussion via conference calls which are open to all
stakeholders. Once consensus is reached, the Change Request will be
posted to the website for 30 days to allow for comments. The
resulting agreed upon changes will be published as Technical
Bulletins and incorporated into the next update of the document. We
expect to update the document approximately once per year depending
on the number of change requests received and approved.
