ROTATOR POSITIONS FOR SCIENTISTS, ENGINEERS AND EDUCATORS

The National Science Foundation (NSF) employs scientists, engineers, and educators on rotational assignment from academia, industry, or other eligible organizations to further the agency's mission of supporting our entire spectrum of science and engineering research and education. The most frequently used programs are the Visiting Scientist, Engineer, and Educator (VSEE) Program and the Intergovernmental Personnel Act (IPA) Program. Both the VSEE and IPA Programs strengthen NSF's ties with the research community and provide the talent and resources that are critical to meeting NSF's mission.

EMPLOYEE VIEWPOINT SURVEY

The 2012 Federal Employee Viewpoint Survey (FEVS) results and reflect the opinions of permanent employees at the National Science Foundation. The FEVS is a government-wide survey conducted by the Office of Personnel Management (OPM). In April and May 2012, as part of the government-wide trend analysis effort, OPM surveyed permanent employees who were with NSF as of October 1, 2011. In order to provide all NSF employees and IPAs a voice, NSF requested OPM survey newer employees as well as temporary and rotating staff. These results will be displayed on this page when they are available.

The FEVS results inform NSF's human capital and employee engagement strategies. The 2012 results indicate an overall stable trend in most areas. NSF continues to see high positive response rates to questions regarding NSF's ability to successfully accomplish its mission. NSF employees feel strongly that they are encouraged to come up with new and better ways of doing things and when needed, are willing to put in the extra effort to get the job done. At the same time, employees feel that the agency is supportive of career-life balance. Questions related to performance management discussions between employees and their supervisors saw noticeable improvement between 2011 and 2012, reflecting NSF's efforts to improve performance management at the agency. Survey results continue to indicate challenges in managing workload and attaining sufficient resources to get the job done, which is consistent with the overall slightly negative trend in composite scores related to "my work experience."

The NSF 2013 Employee Viewpoint Survey Action Plan (Version 1.0) is intended to be a living document that will change and grow as NSF employees participate in its continued development. The current version outlines activities in four target areas; workload, career development, performance management and recognition, and career-life balance, and is based upon an initial analysis of the 2012 NSF Federal Employee Viewpoint Survey (FEVS) responses. Please stay tuned for upcoming collaborative activities that will offer opportunities for all employees to provide feedback and suggestions related to the improvement and implementation of this plan. Opportunities to participate will be announced via the Weekly Wire.

FEVS results are used by OPM to compare NSF against other agencies government-wide.
