SGIP SGAC Standards Reviews

This section includes three categories of SGAC Review Status for Standards/Guidelines that have emerged from SGIP processes:

Section 1. "Active" includes those standards/guidelines that are currently under review by SGAC

Section 2. "Completed" includes standards/guidelines that have completed SGAC reviews

Section 3. "In Planning" includes standards/guidelines that are anticipated for SGAC reviews

Status of the PAP in relation to SGAC:

(10/07/11) David Su suggested a new ammendment to the motion passed on PAP15 at our last meeting. The motion passed unanimously. The text of this motion was:

The SGAC recommends that IEEE 1901 Inter System Protocol (ISP) and ITUT G.9972 not be included in CoS until such time that a MOU is put in place to ensure that coexistence can be maintained in the future revisions of the standards (specifically because PAP15 was designed to achieve and ensure coexistence and there is no formal mechanism that ensures coexistence in the future beyond this single document set).

The SGAC reaffirms the recommendation of PAP15 that all Broad Band-Power Line Carrier (BB-PLC) technologies operating over power lines include in their implementation either Recommendation ITU-T G.9972 or ISP as specified in IEEE 1901, as appropriate, and that the coexistence mechanism between these two standards be always active.

The SGAC recommends that for the development of a narrowband PLC coexistence mechanism that is being coordinated by PAP15, there should be one common specification to avoid the need for future synchronizations.

(09/23/11) The SGAC had a discussion on PAP15 coexistence at our meeting on Friday 9/23/11. We reviewed the final version of the standards review documents for IEEE 1901 and G.9972. After a long discussion the SGAC is recommending that both standards NOT be placed into the Catalog of Standards (CoS ) until an agreement is put into place to ensure that the coexistence mechanisms are kept synchronized. The exact wording of the motion was:

Motion: The SGAC recommends that IEEE 1901 and ITUT G.9972 not be included in CoS until such time that a mechanism is put in place to ensure that coexistence can be maintained in the future revisions of the standards (specifically because PAP15 was designed to achieve and ensure coexistence and there is no formal mechanism that ensures coexistence in the future beyond this single document set). Moved by Skip Ashton, seconded by Fred Baker. Motion passed 15 in favor, 0 against.

(09/21/11): Received responses from IEEE and ITU to all the action items listed in the draft SGAC Review Forms. Held a review meeting on 09/21/11 of the responses to the SGAC Review Forms for IEEE 1901 and G.9972 with entire team. Made some modifications to the review and sent it out for final team review.

(09/07/11): For the IEEE P1901 standard: Sent a draft of the SGAC Review Form to the IEEE P1901 Chairman to provide responses to a set of questions on the coexistence clauses of the standard. Responses were received on 09/06/11 and shared with the PAP15 review team. See the Attachments Table at the end of this page for the latest copy of this review document. For the ITU G.9972 standard: A draft SGAC Review Form has been completed and sent to the G.9972 contact on 09/07/11 to provide responses to a set of questions on the standard. See the Attachments Table at the end of this page for the latest copy of this review document.

(08/26/2011): IEEE P1901 standard has been reviewed. A draft SGAC Review Form has been completed and sent to David Su with a list of architectual questions that need answers. All of the questions are related to coexistance with other power-line standards. We are now reviewing the ITU G.9972 standard with an expectation that that review form will be completed by September 4th.

(07/18/2011): PAP15 has divided its work into 2 parts; one that defines co-existance between the IEEE and ITU powerline carrier standards in the wideband spectrum and one that defines co-existance between the IEEE and ITU powerline carrier standards in the narrowband spectrum. The wideband work is completed, the narrowband work is in process. In discussion with the SGAC leadership, the plan is for John Ruiz to review the wideband work and complete the SGAC approval paperwork. The narrowband review will be done by the complete team.

(08/26/2011) We decided that the review group will perform two tasks during this review. First, we will do a standards review of Multi-Speak V4.1. The second task will be a harmonization review of Multi-Speak against the SGAC Conceptual Architecture.

(11/04/2011) Eric Simmons noted that the ITUT group that is developing thier Smart Grid architecture is meeting in December and would be interested in a SGAC Conceptual Architecture review of thier work. Since we are in the middle of reviewing standards for the CoS , there was concern that we did not have the people needed to review the work. John Ruiz was tasked to work with Eric on a way to make the review possible.

(11/11/2011) Developed a plan than supplements SGAC reviewers with JCI resources to provide a conceptual architecture review. Planned timeline is to finish the review by 12/02/2011 and send it to the SGAC Committee for approval at the 12/07/2011 face to face meeting. This will allow the comments to be provided to the ITUT by the 12/09/2011 deadline for their December meeting.

(11/29/2011) Completed the first draft of the review. Met within the review team to consolidate comments. Eric Simmon will provide an early review to David Su, who is a leader of the ITUT effort.

(12/01/2011) Sent draft of the review to the SGAC Committee for discussion at the 12/07/2011 meeting.

2. Completed: SGAC Team Completed Standards Reviews

PAP 2

Reviews of the Initial publication of PAP 2: Guidelines for Assessing Wireless Standards for Smart Grid Applications has completed reviews by SGAC. PAP 2 is continuing with the development of a next draft of these guidelines.

PAP 5

Comments on PAP 5 have been forwarded from the SGAC to PAP 5. The SGAC approved the AEIC Guidelines as presented. The issue related to significant byte ordering for meters and their ability to integrate with other smart grid systems has been forwarded to PAP 6. The topic is now picked up as a task under PAP 6. It should be noted that the ANSI C12 series of standards for metering will be reviewed under the T&D Domain Expert Working Group. There is future opportunity within these standards to expand them to include advanced T&D Operations requirements. This was noted in the SGAC review of PAP 5.

PAP 11

SGAC has completed reviews of the SAE standards that initially emerged from PAP 11. Two of these standards are being voted on for the Catalog of Standards. The third SAE standard has been moved to the Vehicle to Grid DEWG.

3. In-Planning:SGAC Team Preparation for Emerging PAP Standards

The SGAC is anticipating standards maturing from PAP activities and reserves this area to provide updates on the teams developed to review these standards from an overall smart grid industry perspective. This section is presently under development.
