Contest Official Rules

The Safer Lens Video Challenge (the “Challenge”) is an initiative of the Centers for Disease Control and Prevention’s National Center for Injury Prevention and Control, part of the U.S. Department of Health and Human Services. This Challenge will allow individuals or teams of individuals (the “Contestants”) to create innovative, informative videos on the topic of injury and violence prevention in their own communities.

Videos that do not meet these requirements will not be eligible to enter the Challenge. The posting of videos is at the discretion of the Challenges; there is no guarantee that all submissions will be posted on the Challenge website.

1. Eligibility:  To be eligible to win a prize under this Challenge, an individual or team:

  • shall have registered to participate in the Challenge under the Official Rules;
  • shall have complied with all the requirements set forth herein;
  • shall be at least eighteen (18) years old at the time of entry; (Note: "Team members" do not include people whose only contribution is appearing in the video. Minors can appear in the video, as long as the necessary consent forms are provided.);
  • shall be a citizen or permanent resident of the United States; and
  • may not be a Federal entity or Federal employee acting within the scope of their employment

2.       Competition Submission Period and Other Submission Requirements:

  • Submission Period: May 1- July 31
  • Judging: August 1- 31
  • Winners Announced: September  10

     Contest Guidelines:

  • All videos must be submitted through the Safer Lens Video Contest page on www.challenge.gov.
  • All videos must be 90 seconds or less in length.
  • All submissions should focus on injury and violence prevention in their communities.
  • All videos must use at least one of the injury or violence prevention topic areas (see links above).
  • You can submit your video in the following categories:  student, injury and violence professional, or member of the general public. Each category will have one winner a prize of $500.00.
  • Videos containing violent stunts, recreated or simulated violence, or any other seemingly dangerous activity will immediately be disqualified from the contest and removed from the Challenge.
  • Videos can be formatted in many different formats, such as a Public Service Announcement, testimonial, commercial styles. But, above all, creativity and innovation is encouraged.
  • All submitted videos must be original content, created solely for this contest. Do not submit any video with copyrighted material or content that was elsewhere previously sold, used, or displayed publically.
  • The submitted video must not contain material that violates or infringes another’s rights, including but not limited to privacy, publicity, or intellectual property rights, or material that constitutes copyright or license infringement.
  • Judging Criteria (Creativity – 30%; Use of Injury and Violence Topic Area – 30%; Communication of the Positive Injury or Violence Message  - 20%, Length of Video – 10%; Video and Audio Quality – 10%)
  • Videos must not include brands/ logos, and they cannot include endorsements of private products, services, or enterprises.
  • The video cannot mention or display any other web site other than www.cdc.gov/injury.
  • Videos containing profane language, inappropriate or sexually explicit content, violence or weapons, or personal attacks on people or organizations will not be considered.
  • Videos containing material that is obscene, hateful, offensive, or slanderous will not be considered.
  • Videos containing material that promotes bigotry, racism, hatred, or harm against any group or individual or promotes discrimination based on race, sex, religion, nationality, disability, sexual orientation, or age will not be considered.
  • The video must not contain material that is unlawful, i.e., in violation of or contrary to the laws or regulations in any state where the video is created
  • The video should not include any personal identification information about those in the video (i.e., name, address, social security number, etc.)

3.  Intellectual Property Rights: Each Contestant grants the Challenge (CDC) and others acting on behalf of the Challenge an irrevocable, royalty-free, non-exclusive worldwide license to use, copy for use, distribute, display publicly, perform publicly, create derivative works, and license others to do so for the purpose of the Challenge and/or for the purpose of raising awareness of injury and violence prevention.

4.  Submission Topic/Theme:  “Seeing My World through a Safer Lens: What Does Injury and Violence Prevention Look Like in My Community?” video contest asks injury and violence professionals, students, and the general public to take messages provided by the CDC National Center for Injury Control and Prevention (Injury Center) and create a short video reflecting examples of injury and violence prevention in their families, work places, neighborhoods, communities, states, or regions. By using the provided CDC Injury Center message boxes, contestants will create a visual representation of how proven prevention tactics are being utilized around the nation.

5.  Judges and Winner Selection:  An expert panel will judge the submissions on the criteria identified below to select the prize winners in each category. Judges will be identified from CDC leadership, external co-chairs from 20th Anniversary committee, partners, and media contacts. All judging will take place between on or about August 1, 2012- August 31, 2012.

  • Judges will be fair and impartial.
  • A judge may not have a personal or financial interest in, or be an employee, officer, director, or agent of any entity that is a registered participant in the competition.
  • A judge may not have a familial or financial relationship with an individual who is a registered Contestant.

6.  Winners and Recognition:  Winners will be identified and notified prior to the date of public announcement and promotion of winners. All winning videos will be formatted and featured on the CDC Injury Center’s 20th anniversary web site, other Injury Center web pages, and via social media channels. Each sub-category (General Public View, Student View, and Injury and Violence Professional View) will have one winner, and each winner will receive a prize of $500.00. The winning videos will also be featured at Injury Center events at the American Public Health Association (APHA) Annual Meeting.

7.  Publicity:  Except where prohibited, participation in the Challenge constitutes the winning Contestants’ consent to the use of its name, likeness, photograph, voice, opinions, and/or hometown and state by the CDC Injury Center for promotional purposes in any media, worldwide, without further payment or consideration.

8.  Copyright:  Contestant warrants that he or she is the sole author and owner of the Challenge submission, and that the contest submission completely originates with the Contestant, that it does not infringe upon any copyright or any other rights of any third party of which Contestant(s) is aware, and is free of malware.

The Challenge is not responsible for: (1) any incorrect or inaccurate information, whether caused by Contestants, printing errors or by any of the equipment or programming associated with or utilized in the Challenge; (2) technical failures of any kind, including, but not limited to malfunctions, interruptions, or disconnections in phone lines or network hardware or software; (3) unauthorized human intervention in any part of the entry process or the Challenge; (4) technical or human error which may occur in the administration of the Challenge or the processing of entries; or (5) any injury or damage to persons or property which may be caused, directly or indirectly, in whole or in part, from Contestant’s participation in the Challenge or receipt or use or misuse of any prize. If for any reason a Contestant’s entry is confirmed to have been erroneously deleted, lost, or otherwise destroyed or corrupted, Contestant’s sole remedy is another entry in the Challenge. No more than the stated number of prizes will be awarded.

9.  Liability: By entering, each Contestant agrees to: (a) Comply with and be bound by these Official Rules and the decisions of the Challenge and judges which are binding and final in all matters relating to this Challenge; (b) Assume any and all risks and waive claims against the Federal Government and its related entities, except in the case of willful misconduct, for any injury, death, damage, or loss of property (including any damage that may result from a virus, malware, etc. to CDC systems utilized to play the video), revenue, or profits, whether direct, indirect, or consequential, arising from the Contestant’s participation in the Challenge, whether the injury, death, damage, or loss arises through negligence or otherwise. The Contestant/Submitter shall be liable for, and shall indemnify and hold harmless the Government against, all actions or claims for any claim, demand, judgment, or other allegation arising from alleged violation of an individual’s trademark, copyright, or other legally protected interest in video’s submitted to CDC.

Provided, however, that Contestants are not required to waive claims arising out of the unauthorized use or disclosure by the Sponsor and/or Administrator of the intellectual property, trade secrets, or confidential business information of the Contestant; (c) Be responsible for obtaining their own liability insurance to cover claims by any third party for death, bodily injury, or property damage, or loss resulting from an activity carried out in connection with participation in the Challenge, and claims by the Federal Government for damage or loss to Government property resulting from such an activity; and (d) Indemnify the Federal Government against third party claims for damages arising from or related to Challenge activities.
