  • Administrative Orders

    Generally, NCUA issues Administrative Orders when it finds that a credit union and/or persons affiliated with a credit union have violated a law, rule or regulation, or engaged in an unsafe or unsound practice.

    View Guidance on various issues that may arise when a non-credit union entity, like a bank, is considering conversion to a credit union charter.

  • Bank Secrecy Act

    This establishes recordkeeping and reporting requirements and is intended to safeguard the U.S. financial system and the financial institutions that make up that system from the abuses of financial crime, including money laundering, terrorist financing and other illicit financial transactions. All credit unions must comply with these regulations.

  • Bylaws

    This section of the web site contains the NCUA Board’s most recent version of the Federal Credit Union Bylaws, which has been in effect since November 30, 2007, as well as previous versions of bylaws and bylaw amendments.

  • Closed Credit Unions (Supervisory Actions)

    NCUA posts announcements of closed credit unions across the country, along with an explanation of why NCUA took supervisory action - assisted merger, conservatorship, or liquidation.

  • Federal Credit Union Act

    The Federal Credit Union Act (FCUA) is the source of authority for all federally chartered credit unions and governs the coverage and terms of insured accounts at all federally insured credit unions. It also determines the structure and duties of NCUA.

  • Interpretive Rulings and Policy Statements (IRPS)

    These are issued by the NCUA Board and provide guidance on a variety of topics applicable to credit unions.

  • Legal Opinion Letters

    The Office of General Counsel (OGC) provides NCUA with legal advice and opinions on matters of law. It also provides the public with interpretations of the Federal Credit Union Act, NCUA regulations, and other NCUA Board directives. This section of the website contains legal opinions issued to the public by OGC since 1991, organized by year.

  • Letters of Understanding and Agreement (LUA)

    These are supervisory tools used by NCUA. It is essentially a contract between NCUA and a credit union in which the credit union agrees to take or not take certain specified actions. This section shows LUAs from 1999 to present.

  • Letters to Credit Unions (part of Credit Union Resources)

    NCUA issues letters to inform credit unions about specific NCUA policies and procedures, compliance, governance, and other timely issues.

    As with letters to credit unions, NCUA issues letters to inform Federal credit unions about specific NCUA policies and procedures, compliance, governance, and other timely issues.

  • NCUA Regulations

    This section of the website will link you to the current version of NCUA's Regulations as well as those of other regulatory agencies.

  • Proposed Regulations

    The NCUA reviews all its existing regulations every three years. NCUA's Office of General Counsel maintains a rolling review schedule that identifies one-third of the NCUA's existing regulations for review each year and provides notice to the public of those regulations under review so the public may have an opportunity to comment.

  • Recent Final And Interim Regulations

    These regulations are recently issued as final or interim final by the NCUA Board. Interim final regulations are effective at publication but also have a comment period, which allows interested parties to submit comments before the regulation is finalized.

  • Regulation History

    This section provides a link for each NCUA regulation, from 1995 to present, and displays the version of a regulation as amended and published in the Federal Register. The Federal Register version of a regulation has a preamble to the regulation that discusses the basis for the regulation and public comments about the regulation, and is often useful in understanding and interpreting regulations.

    This section contains regulatory alerts that the NCUA Board issues on certain recent final regulations to provide further guidance and to help enable credit unions to fully understand and comply with the regulation.
