The U.S. Agency for International Development is committed to the President's Open Government initiative, upholding the values of transparency, participation, and collaboration in tangible ways that benefit the American people:

  • Transparency. Government should provide citizens with information about what their government is doing so that government can be held accountable.
  • Participation. Government should actively solicit expertise from outside Washington so that it makes policies with the benefit of the best information.
  • Collaboration. Government officials should work together with one another and with citizens as part of doing their job of solving national problems.

As part of this effort, we are inviting the public to give us your ideas on how we can:

  • Work better with others inside & outside the government
  • Solicit feedback from the public
  • Improve the availability & quality of information

Open Government Plan - version 2.0 (pdf, 700kb)
USAID is committed to sharing information with the public about the foreign assistance work we do overseas. The Agency has created and released the Open Government Plan (version 2.0) to detail our latest efforts to uphold the values of transparency, participation, and collaboration. This is a third in a series of 'public roadmap' plans to highlight how USAID incorporates the principles of the President's Open Government Initiative. Federal Data Center Consolidation Initiative 2011 Data Center Consolidation Plan & Progress Report (pdf, 677kb) - The United States Agency for International Development (USAID) in keeping with the direction from the Executive Office of the President, Federal Data Center Consolidation Initiative (FDDCI) initiated the migration of its primary data center, the Telecommunications and Computer Operations Center (TCOC) to a Managed Data Center (Infrastructure as a Service (IaaS)) provider. With this migration, USAID intends to transform the TCOC to provide expanded capabilities to mission-based staff in a more efficient, cost-effective manner.

The Plain Writing Act
President Obama emphasized the importance of �transparency, public participation, and collaboration" in his Memorandum on Transparency and Open Government. USAID is committed to these goals and to writing new documents in plain language that the public can understand and use, as required under the Plain Writing Act of 2010 and outlined in the Federal Plain Language Guidelines (www.plainlanguage.gov).

We're training our employees and strengthening our oversight processes. Agencies must use plain language in any document that:

  • is necessary for obtaining any federal government benefit or service or filing taxes;
  • provides information about any federal government benefit or service; or
  • explains to the public how to comply with a requirement that the federal government administers or enforces.

We need your help to comply with this Act! Let us know if you have trouble understanding our documents or the pages on our Internet site. We have assigned staff to oversee our plain language efforts:

In support of "Sunshine Week" USAID is pleased to release its Chief Freedom of Information Act (FOIA) Officer's Report for FY2010. USAID's support for Sunshine Week is part of our ongoing commitment to open government. President Obama, on his first full day in office , called on all federal agencies to "...renew their commitment to the principles of FOIA, and to usher in a new era of open government." On March 19, 2009, during the inaugural Sunshine Week, Attorney General Holder issued FOIA Guidelines that built on the President's call for openness and transparency. The FOIA Guidelines address the presumption of openness, agency accountability, and the need to work proactively and promptly. In the guidelines, the Attorney General directed all agency Chief FOIA Officers to annually review all aspects of their agency's FOIA administration and report on the steps taken to improve FOIA operations and apply the presumption of openness.
