About the WTB


The Wireless Telecommunications Bureau (WTB) handles all FCC domestic wireless telecommunications programs and policies, except those involving public safety, satellite communications or broadcasting, including licensing, enforcement, and regulatory functions. Wireless communications services include cellular telephone, paging, personal communications services, and other commercial and private radio services. The Bureau also is responsible for implementing the competitive bidding authority for spectrum auctions, given to the Commission by the 1993 Omnibus Budget Reconciliation Act.

The Management and Resources Staff is responsible for advising and assisting the Bureau Chief, Bureau management and employees in all administrative, human resources, logistics, budget, and information collection programs.

The Spectrum and Competition Policy Division is responsible for formulating and implementing spectrum, competition, and infrastructure policies that promote access to and efficient use of radio spectrum for wireless communications and encourage competition in the telecommunications marketplace.

Manages the Bureau's information technology (IT) and outreach programs.

Goals

  1. Foster competition among different services.
  2. Promote universal service, public safety, and service to individuals with disabilities.
  3. Maximize efficient use of spectrum.
  4. Develop a framework for analyzing market conditions for wireless services.
  5. Minimize regulation where appropriate.
  6. Facilitate innovative service and product offerings, particularly by small businesses and new entrants.
  7. Serve WTB customers efficiently (including improving licensing, eliminating backlogs, disseminating information and making staff accessible).
  8. Enhance consumer outreach and protection; improve enforcement process.
