The Office of the Chief Information Officer (OCIO) provides information technology (IT) services and products that enable ICE and DHS to meet their respective missions. In order to meet these goals, the OCIO has developed a number of critical IT initiatives that will help ICE modernize its IT systems, adapt and conform to modern IT management disciplines, and provide IT solutions throughout ICE.

Chief Information Officer

Thomas P. Michelli is the Chief Information Officer for U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security (DHS), Washington, D.C.  As the agency’s top technology administrator, Mr. Michelli will work to enable ICE to meet its dynamic operational and strategic information technology needs drawing on his significant experiences culled from a career in military service, the government and the private sector.

Mr. Michelli started his career of government service in the U.S. Army Reserve in 1984 after graduating from Franklin University and commissioning from the Ohio State University Army Reserve Officer Training Corps program.  His military experience includes a mobilization to the U.S. Army's Information and Security Command where he served as the Chief of the Regional Computer Emergency Team – Southwest Asia and then as the Director for Operations, U.S. Army Cyber Warfare Center.  He retired recently from the Army Reserve with the rank of Colonel.

In the private sector, Mr. Michelli served as Director of International IT Operations, and Director and Chief Information Officer, Europe, Middle East and Africa at the global commercial real estate firm Cushman & Wakefield.  He also served as Chief Technology Officer, Army Business Unit at General Dynamics Information Technology.  In 2006, Mr. Michelli transitioned to government service as Chief, Information Operations Division for the Defense Threat Reduction Agency and subsequently joined the Defense Logistics Agency where he most recently served as the Executive Director of Enterprise Solutions.

Throughout Mr. Michelli's long career in information operations, he has succeeded in designing, implementing and maintaining enterprise systems that advance organizational strategy and vision and enabling mission success and competitive advantage.

Mr. Michelli’s education includes a Bachelor of Science in Business Administration with a major in Finance from Franklin University, Columbus, Ohio and a Master of Science Degree in Computer Information Systems from St. Mary's University, San Antonio, Texas. His military awards and decorations include the Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal and other meritorious decorations.
