My NCBI: Managing Compliance with the NIH Public Access Policy Using My Bibliography

A new feature now available in My Bibliography facilitates the management of publication compliance with the National Institutes of Health (NIH) Public Access Policy. From the new Awards View eRA Commons users are able to see whether their publications are compliant with the Policy, start the manuscript submission process, associate their NIH extramural awards with their publications, and designate delegates to manage their bibliography via My NCBI.

Awards View

The Awards View is only available to eRA Commons users with active grants in their portfolios who have linked their My NCBI account with their eRA Commons account. To see whether your publications are compliant or not, go to My Bibliography and click on the Awards icon award (this icon is only visible to users who have linked their accounts) (see Figure 1).

On the resulting screen, each citation is marked indicating its compliance status:

Addressing NIH Public Access Compliance

My Bibliography helps users address NIH Public Access compliance with a pop-up wizard that guides users through a series of simple questions. To begin addressing compliance with the wizard, click on the red dot or the "NIH Funding" link (see Figure 2) and follow the steps (see Figure 3). The wizard will help users to begin a manuscript submission, link to a previously-submitted manuscript, or determine if their citation is exempt from the Policy.

The manuscript submission process enables you to associate your awards with the citation and provides a list of choices that address NIH Public Access compliance.

To associate multiple citations with the same award at one time click, on the Assign Awards to Citations icon award icon in the Actions bar (see Figure 4).

Adding a Delegate to Your My NCBI Account

As a principal investigator, you may assign a delegate to edit your My Bibliography as well as manage the compliance of publications using the Awards View function and compliance submission process wizard.

To assign a delegate, go to "My Saved Data" and click the "Manage" link (see Figure 5). On the resulting screen, click on the link under Sharing (see Figure 6).

Click the "Add a delegate" link to enter your delegate's e-mail address (see Figure 7).

Your delegate will receive an e-mail notification of permission to view and manage the bibliography. Delegates without a My NCBI account will be invited to register.
