FCC Reform: Systems

As part of our reform agenda to provide openness and transparency, eliminate redundancy and improve user satisfaction, we are reviewing our licensing, comment and complaint systems.

We recently launched a new version of our Electronic Comment Filing System called ECFS 2.0, an upgrade to our nearly two decade old comment filing system. The new version is fully Section 508 compliant, allows users the ability to file multiple documents to multiple rulemakings in a single submission, has enhanced search features, and allows users to export data results to Excel or PDF formats. ECFS 2.0 was designed to be modified easily. We have received positive feedback on the upgraded system, and we hope this will be the beginning of an ongoing conversation on how we can continually move towards further enhancements of our systems and EFCS 3.0.

Another project we are working on is the consolidation of our numerous license applications systems, including the Universal Licensing System, Consolidated Database System, and International Bureau Filing System. This multi-year project is underway, and we welcome your feedback and suggestions as we begin to design the Consolidated Licensing System.

Next, we are working to improve our consumer complaint and inquiries system by having more information available on-line and making the system easier to navigate.

Consolidated Licensing System

Consolidated Licensing System

The Federal Communications Commission has a long-term initiative to combine the functions of our current licensing and application systems to develop a consolidated licensing system that is transparent, easy to use for the public and Commission staff. Consumer Complaint Management System

The Consumer Complaint Management System helps consumers identify the appropriate forms and methods for filing a complaint with the FCC. This system processes over a million complaints from consumers each year and helps aggregate consumer voice around complaints and inquiries for more efficient processing at the FCC.
