EBT Rules & Regulations

The following are currently published rules governing the implementation and operation of Electronic Benefits Transfer (EBT) systems.   Click here to read 7CFR 274.12 which encompasses the regulations governing the Electronic Benefit Transfer (EBT) system.  Click here to read Title 7 of the Code of Federal Regulations (CFR) which encompasses the regulations governing the Supplemental Nutrition Assistance Program (SNAP).

  1. The SAS No. 70 Rule (PDF 135KB) - On Feb. 29, 2000, the final rule requiring that States with EBT systems ensure an examination of their EBT transaction processing is conducted at least annually was published in the Federal Register (vol. 65; no.40; pp. 10675-10678). 

  2. Adjustment Rule (PDF 142KB) - On July 5, 2000, the final rule revising SNAP regulations pertaining to a State agency's ability to make adjustments to a household's account in an EBT system was published in the Federal Register (vol. 65; no. 129; pp. 41321-41326).  Click here to see the Sept. 9, 1999,  interim rule (PDF 35KB) - Click here to the see the May 19, 1998,  proposed rule (PDF 27KB)

  3. Interoperability Rule  (PDF 54KB) - On June 25, 2003, the final rule implementing legislation requiring interoperability of SNAP EBT systems and portability of electronically-issued benefits nationwide was published in the Federal Register (vol. 69; no. 122; pp. 37693-37697).   4. EBT Welfare Reform Rule (PRWORA)  (PDF 35KB) - On Oct. 4, 2000, the final rule implementing EBT provisions of the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) was published in the Federal Register (vol. 65; no. 193; pp. 59105-59111).  Click here to see the May 27, 1999,  proposed rule (PDF 35KB).

  5. Standards for Approval & Operation of SNAP Electronic Benefits Transfer Systems  (PDF 81KB) - On April 11, 2005, the final rule revising the SNAP standards for approval and operation of the SNAP EBT systems was published.  The changes would increase State agency flexibility in administering the Program and increase the advantages afforded by the technology.
