System Requirements

Enter a CPARS Application [top]
You will need a valid User ID to enter an application (see User Accounts below). Security access levels are provided below for your information:

Access Levels for ACASS, CCASS, and CPARS

Contract Data Entry:
Input/Register basic contract information for assigned contracts.

Assessing Official Representative:
Input/Register basic contract information for assigned contracts.
Initiate CPARs/Evaluations for assigned contracts.
Update incomplete CPARs/Evaluations for assigned contracts.
Delete incomplete CPARs/Evaluations for assigned contracts.

Assessing Official:
Input/Register basic contract information for assigned contracts.
Initiate CPARs/Evaluations for assigned contracts.
Update incomplete CPARs/Evaluations for assigned contracts.
Delete incomplete CPARs/Evaluations for assigned contracts.
Review contractor comments for assigned contracts.
Modify CPAR/Evaluation for assigned contracts after contractor comments, if required.
View CPARs for assigned contracts.
View Status Reports for assigned CPARs.

Contractor Representative:
Review CPARs/Evaluations and input comments for assigned contracts.
View completed CPARs for assigned contracts.
View Status Reports for assigned CPARS.

Corporate Senior Contractor Representative
View all completed CPARs/Evaluations for DUNS assigned to a corporation or company.
A Corporate Senior Management Access Request Form must be submitted to obtain access to ACASS, CCASS, and CPARS.

Reviewing Official:
Input reviewing official comments on CPARs/Evaluations for assigned contracts.
View CPARs/Evaluations for assigned contracts.
View Status Reports for assigned CPARs.

Focal Point:
Input/Register basic contract information.
View CPARs/Evaluations within own command.
Authorize access to ACASS, CCASS, and CPARS within own command.
View Status Reports for assigned CPARs/Evaluations.
View Ratings Metrics Report and Processing Times Report for assigned CPARs/Evaluations.
Assign Alternate Focal Point(s).
A Focal Point CPARS User Access Request Form must be submitted to gain access to ACASS, CCASS, and CPARS.

Alternate Focal Point:
Input/Register basic contract information.
View CPARs/Evaluations within own command.
Authorize access to ACASS, CCASS, and CPARS within own command.
View Status Reports for assigned CPARs/Evaluations.
View Ratings Metrics Report and Processing Times Report for assigned CPARs/Evaluations.

Department Point of Contact:
View CPARs within own command.
View Status Reports for CPARs/Evaluations within own command.
View Ratings Metrics Report and Processing Times Report within own command.
Authorize access to ACASS, CCASS, and CPARS to Senior Command Officials.

Agency Point of Contact:
View Status Reports for assigned organization(s).
View CPARS for assigned contracts.
View Auto Register Report for assigned command.
View Ratings Metrics Report and Processing Times Report for assigned organization.

Access Levels For FAPIIS

Data Entry:
Enter FAPIIS records.
Delete incomplete records.
Update completed records.
Run Status Report.

Focal Point:
Assign and maintain accounts (Data Entry).
View the To Do List and Status Reports.

Alternate Focal Point:
Assign and maintain accounts (Data Entry).
View the To Do List and Status Reports.
Note:  If an individual with Data Entry access level is assigned as an Alternate Focal Point, the access level will include both Alternate Focal Point and Data Entry functionality.

Hardware/Software Requirements [top]
To access the CPARS applications, you will need to have access to the internet along with the following hardware and software:

  • A PC with a 486-class processor with 8 megabytes of RAM or greater.
    (16 megabytes of RAM is strongly recommended.)
  • Windows 95, 98 or Windows NT.
    (NOTE: The CPARS applications were developed and tested using the above operating systems. However, as a totally web-based application, it should work with any Operating System that features a browser with 128-bit encryption and the appropriate version of Adobe Acrobat.  Some users have accessed the CPARS applications using Apple Macintosh computers and it should work with Windows 2000 also).
  • Microsoft Internet Explorer v 4.0 or greater may be used. Browsers require 128-bit encryption. See Security Information for details.
  • The Adobe Acrobat Reader should be installed. This allows you to view and print the PDF forms. The reader can be downloaded and installed from www.adobe.com/acrobat/readstep.html. If you have any problems downloading or installing the reader, please contact our Technical Support.

User Accounts [top]
You must have a valid CPARS User ID to logon to the CPARS applications. User accounts can be acquired by contacting your Focal Point. Focal Points must fill out and sign a CPARS Focal Point User Access Request Form. Completed forms can be faxed to 207-438-6535.

Security of CPARS Applications Information [top]
We have made every effort to ensure the privacy and integrity of the CPARS applications information. All account information is kept confidential and secure using the following measures:

  • A unique User Identification and password is issued for every user.
  • Security is also provided through a browser which supports 128 bit encryption with the SSL (Secure Sockets Layer) security protocol so that all account information and CPARS applications data will be encrypted when transmitted across the Internet.
