                EDGAR Subscription Price Reduced

     Washington, DC, December 7, 1999 -- Today the SEC announced
that the annual EDGAR Level One Subscription price dropped to
$44,571 from last year's subscription price of $79,686.  (An
EDGAR Level One Subscription is a direct feed of all public EDGAR
data from TRW, Inc., the SEC's EDGAR contractor.)  This
represents a dramatic decrease from the subscription rate of
$278,000 from just two years ago.  This price decrease is a
benefit of our privatization efforts.

     Subscribers receive filings in real-time using dedicated
lines.  Although a T1 connection is recommended, TRW recently
began a service where remote subscribers may download filings
from a secure web site.  This new service resulted in the
addition of the first international subscriber.
