In 2000, rains of 2 to 4 inches fell in about an 18 hour period, generally from a Huntington-Charleston-Elkins line to the north. A total of 24 counties were under a state of emergency. Later, President Clinton declared a federal disaster for 20 of those counties. A failed rescue attempt along Kanawha Two Mile, just outside the city limits of Charleston, resulted in 3 fatalities. The incident occurred at the Rich Oil Gas Station along a flood prone section of Route 21. A zodiac rescue raft overturned, spilling the occupants into the water. In Roane County, the community of Reedy was flooded. In Jackson County, the Sandyville-Liverpool region was hit hard.
