HHS Statement on National Archives Release of Materials of U.S. Public Health Service STD Inoculation Study of 1946-48

“The sexually transmitted disease inoculation study conducted from 1946-1948 in Guatemala was clearly unethical. Although these events occurred more than 64 years ago, we deeply regret that such reprehensible research could have occurred under the guise of public health. Today, the regulations that govern U.S.-funded human medical research prohibit these kinds of serious violations.

“As a result of the recent revelations about the events in Guatemala, The Presidential Commission for the Study of Bioethical Issues (PCSBI), an independent entity, was directed to oversee a thorough investigation into the specifics of this case.  In addition, the Commission has convened a body of international experts to review and report on the most effective methods to ensure that all U.S.-sponsored human medical research conducted around the globe today meets rigorous ethical standards. 

The Commission’s fact-finding review is underway.  We look forward to their conclusions and recommendations.”

DECLARACIONES DEL DEPARTAMENTO DE SERVICIOS DE SALUD Y HUMANOS DE ESTADOS UNIDOS SOBRE LA PUBLICACIÓN POR LOS ARCHIVOS NACIONALES DE MATERIALES RELACIONADOS CON EL ESTUDIO DE INOCULACIÓN DE ENFERMEDADES DE TRANSMISIÓN SEXUAL DE 1946 A 1948

El estudio de inoculación de enfermedades de transmisión sexual que se llevó a cabo de 1946 a 1948 en Guatemala fue claramente antiético. Aunque estos sucesos ocurrieron hace más de 64 años, lamentamos profundamente que una investigación tan reprochable haya ocurrido bajo el pretexto de la salud pública. En la actualidad, los reglamentos que gobiernan las investigaciones médicas en seres humanos financiadas por Estados Unidos prohíben este tipo de serias violaciones.

Como resultado de las recientes revelaciones sobre los sucesos en Guatemala, la Comisión Presidencial para el Estudio de Asuntos Bioéticos (PCSBI), un organismo independiente, recibió la directiva de supervisar una investigación exhaustiva sobre los detalles de este caso. Además, la comisión ha convocado un cuerpo de expertos internacionales que analice e informe sobre los métodos más eficaces para garantizar que toda investigación médica en seres humanos patrocinada por Estados Unidos y que en la actualidad se esté llevando a cabo en cualquier lugar del mundo cumpla con rigurosas normas éticas.

La revisión de la determinación de hechos por parte de la comisión está en curso. Esperamos con interés sus conclusiones y recomendaciones.
