In May of 2010, Les Jin was appointed by President Barack Obama to serve in the Office of Federal Contract Compliance Programs at the U.S. Department of Labor. As a deputy to OFCCP Director Patricia A. Shiu, Mr. Jin serves as the line manager for nearly 800 OFCCP staff in six regional offices and 45 district and area offices nationwide. He is also the agency's Acting Director in Ms. Shiu's absence. OFCCP was established in 1965 by presidential Executive Order 11246. During its 45-year history, OFCCP's authority has been expanded by the Rehabilitation Act of 1973 and the Vietnam Veterans' Readjustment Assistance Act of 1974. As amended, these three laws hold federal contractors and subcontractors to the very reasonable standard that they must not discriminate in their employment practices on the basis of gender, race, color, religion, national origin, disability, or status as a protected veteran. Mr. Jin brings to his current position a significant amount of civil rights, legal, and managerial experience. He has been a senior counselor in the U.S. Department of Justice's Civil Rights Division; was a trial attorney for the U.S. Equal Employment Opportunity Commission in Chicago; |
and served as Staff Director for the U.S. Commission on Civil Rights. He has also served as General Counsel for the U.S. Information Agency and as Executive Director for the National Asian Pacific American Bar Association (NAPABA). He started his career as a legal aid lawyer and VISTA volunteer in Chicago, and has been a part-time hearings officer for the Chicago Commission on Human Relations. Mr. Jin has an extensive record of community involvement. He is a former member of the American Bar Association Standing Committee on Legal Aid and Indigent Defendants. He served on the board of the Chicago Volunteer Legal Service Foundation and is the founding director of the Asian Legal Services Program in Chicago, which provides free legal services to Chicago's low-income Asian American communities. Mr. Jin also served as General Counsel for the Organization of Chinese Americans and was Co-chair of NAPABA's Civil Rights Committee. Mr. Jin is a graduate of the University of Oregon Law School and has an undergraduate degree in Agricultural Economics from the University of California at Davis. He also earned a Master's degree in Public Administration from the Kennedy School of Government at Harvard University. Mr. Jin is a member of the State Bar Associations of California and Illinois.
