Tomorrow marks the 150th anniversary of the final Emancipation Proclamation, one of the world's great charters of human freedom. After having been authored by President Abraham Lincoln in July 1862, he turned to the Government Printing Offi...ce to print and issue a preliminary version officially on September 22, 1862. Today, the GPO continues to be the official source of Government publications.
