FEDLINK, under the authority of the Library of Congress, is authorized (P.L. 106-481 (2 U.S.C. 182c) to provide procurement services for information products for all three branches of the federal government. For the purpose of this survey, information resources are generally defined as books, serials, databases, preservation/digitization services, and data analytics services.

FEDLINK has recently been designated by the General Services Administration (GSA), as the Executive Agent for Information Resources in the Federal Government. It is pursuing strategic sourcing opportunities with federal agencies and with vendors. FEDLINK is interested in establishing ongoing communications with the information resource community so that the government may procure information resources in the most timely and cost effective manner.

FEDLINK is asking information resource vendors to respond to several questions regarding the federal procurement process, product pricing, content bundling, metrics, and small business engagement, and others.
