    It's against the law Truth in Caller ID Act of 2009 to falsify caller ID info. Like FDCPA violations, I'm sure there are attorneys specializing in that who won't charge you a cent and would get you paid for the violation.

    One thing that works for me is just pressing the END button on my phone when an unwanted call comes in. Disconnects the line and stops ringing without ever picking up the phone.
