The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), intends to issue a six (6) month contract for laboratory operations services in support of the DHS Transportation Security Laboratory (TSL).

The work to be performed involves specialized technical expertise to achieve mission goals and prevent terrorist attacks by developing and implementing new anti-terrorism technology. Additionally, the work provides a level of on-call responsiveness in the event of a national emergency. Therefore, this requested action to continue support to critical research development testing and evaluation (RDT&E) laboratory operations and support tasks will ensure continuity of specialized technical and laboratory expertise, pending award of a follow-on acquisition based on a new solicitation.


Services will be provided for laboratory operations and support to the bulk detection, explosives effects, and electromagnetic energy laboratories considered core to TSL's mission. Work within the laboratory is performed in support of technical program areas by providing; test & evaluation planning and execution; and subject matter expertise for high profiled work of national significance including detection and mitigation of homemade explosives, bulk detection of explosives, training and protocols associated with the use of canines for detecting explosives; and laboratory assessments in the realms of checked baggage, checkpoint and cargo screening.


The overall scope of this requirement is for the operations and technical support of the Human Factors Laboratory, located at the TSL in Atlantic City, NJ.

Note 22: this pre-award synopsis is for informational purposes only. Technical capability statements or proposals are not being requested. If such documents are submitted, they will be reviewed and considered for future requirements. However, the Government intends to issue the (6) month contract for these services on a limited source basis. The six (6) month contract will serve as a bridge, pending a follow-on competitive acquisition.
