The Substance Abuse and Mental Health Services Administration, Center for Mental Health Services is accepting applications for fiscal year (FY) 2007 for Services in Supportive Housing Program grants. The purpose of this program is to help end chronic homelessness by funding services for individuals and families experiencing chronic homelessness in coordination with existing permanent supportive housing programs and resources.

Supportive housing provides consumers with long-term, community-based housing options. This housing approach combines housing assistance and intensive individualized support services to people with serious psychiatric conditions and those with co-occurring mental and substance use disorders. Research indicates that this combination of long-term housing and wrap-around services leads to improved residential stability and reductions in psychiatric symptoms (Shern, et al., 1994). This initiative will provide chronically homeless individuals and families the appropriate services and treatment needed to stay housed in a permanent setting.

The Services in Supportive Housing Program is one of SAMHSA’s services grant programs. SAMHSA’s services grants are designed to address gaps in mental health and substance abuse services and/or to increase the ability of States, units of local government, American Indian/Alaska Native tribes and tribal organizations, and community- and faith-based organizations to help specific populations or geographic areas with serious, emerging mental health and substance abuse problems. SAMHSA intends that its services grants result in the delivery of services as soon as possible after award. Service delivery should begin by the 4th month of the project at the latest.

Services in Supportive Housing Program grants are authorized under Section 520A of the Public Health Service Act, as amended. This announcement addresses Healthy People 2010 focus areas 18 (Mental Health and Mental Disorders) and 26 (Substance Abuse).

Eligibility

In House Report 109-515 and Senate Report 109-287, the respective Appropriations Committees direct CMHS, in consultation with the Center for Substance Abuse Treatment (CSAT), to award (under Section 520A of the Public Health Service Act, as amended) Services in Supportive Housing Program grants to applicants who operate HUD-funded permanent supportive housing or other comparable programs. Other such programs would include those funded by the Interagency Collaborative Initiative to Reduce Chronic Homelessness (i.e., Chronic Homelessness Initiative-CHI). Therefore, the following three permanent supportive housing programs are eligible to apply:

Previous CHI grantees;
HUD permanent supportive housing programs (Shelter Plus Care, SRO, SHP Permanent Housing, or SHP Safe Haven programs); or
Permanent supportive housing programs funded by non-HUD sources.

In compliance with the Appropriations Committees’ reports, applicants must verify their eligibility by providing the following documentation in Appendix 6 of the application.

Grant awards will be made only to entities that provide appropriate eligibility verification.

CHI grantees only need to indicate their CHI grantee status.
HUD-funded applicants must provide a copy of an award letter to verify a current, executed grant agreement from HUD.
Non-HUD funded applicants must provide a letter from a comparable housing program funding source verifying a current, executed grant or contract agreement. The letter must include the following information:

Under the FY 2007 continuing resolution passed by Congress, funding is available for this program for only one year. Funding is not included in the FY 2008 budget for SAMHSA. However, SAMHSA is requesting four additional budget years for planning purposes and for technical assistance in sustainability activities.

Proposed budgets cannot exceed $450,000 in total costs (direct and indirect) in the proposed project year. Annual continuation awards will depend on the availability of funds, grantee progress in meeting project goals and objectives, and timely submission of required data and reports.
