The Substance Abuse and Mental Health Services Administration, Center for Mental Health Services is accepting applications for fiscal year (FY) 2008 for Jail Diversion and Trauma Recovery Program-Priority to Veterans grants. The purpose of this program is to support local implementation and Statewide expansion of trauma-integrated jail diversion programs to reach the growing number of individuals with post traumatic stress disorder (PTSD) and trauma related disorders involved in the justice system. In recognition of the dramatically higher prevalence of trauma related illnesses among veterans, this program will prioritize eligibility for veterans.

With increasing numbers of combat veterans returning from duty overseas, there is growing concern that the community provide adequate supports to ensure their successful reintegration into American community life. As many as 17 percent of them will develop PTSD and other mental illnesses . For many returning veterans, PTSD and related disorders will go untreated, placing them at risk for involvement in the justice system.

This program will focus jail diversion programs on the underserved needs of veterans and others with PTSD involved in the justice system. Secondly, the program will support States to pilot projects locally and to replicate them Statewide. This two-pronged approach is necessary because diversion occurs locally in cities and counties where jails are operated and mental health services are delivered. However, policies and funding at the State level dramatically impact those local operations and services. The State approach will bring together government officials who develop and define State policies and funding with stakeholders who are impacted by the untreated trauma of veterans to develop knowledge dissemination and application strategies for the entire State

Diversion and Trauma Recovery grants are authorized under 520a of the Public Health Service Act, as amended. This announcement addresses Healthy People 2010 focus area 18 (Mental Health and Mental Disorders).

Eligibility

Eligible applicants are State Mental Health Agencies (SMHAs) and federally recognized American Indian/Alaska Native (AI/AN) Tribes and tribal organizations. Tribal organization means the recognized body of any AI/AN Tribe; any legally established organization of American Indians/Alaska Natives which is controlled, sanctioned, or chartered by such governing body or which is democratically elected by the adult members of the Indian community to be served by such organization and which includes the maximum participation of American Indians/Alaska Natives in all phases of its activities. Consortia of tribal organizations are eligible to apply, but each participating entity must indicate its approval.

Eligibility is limited because the implementation of community jail diversion and its expansion Statewide requires State and tribal level leadership, policy and regulatory authority, funding authority and collaboration across related State level departments and Tribes.

Anticipated Total Available Funding:	Up to $2,475,000
Anticipated Number of Awards:	6
Anticipated Award Amount:	Up to $412,500 per year
Length of Project Period:	Up to 5 years

Proposed budgets cannot exceed $412,500 in total costs (direct and indirect) in any year of the proposed project. Annual continuation awards will depend on the availability of funds, grantee progress in meeting project goals and objectives, timely submission of required data and reports, and compliance with all terms and conditions of award.

Applicants should be aware that funding for this program is not included in the FY 2009 President’s budget request, and funding beyond FY 2008 is not guaranteed. SAMHSA is allowing applicants to submit proposals for four additional budget years for planning purposes and for technical assistance in sustainability activities.
