As outlined in the National Disaster Recovery Framework (NDRF), the mission of the Community Planning Capacity Building (CPCB) Recovery Support Function (RSF) is to support and build the recovery capacities and community planning resources of local, State and Tribal governments that are needed to effectively plan for, manage, and implement disaster recovery activities in large, unique or catastrophic incidents.

The CPCB RSF builds capability of partner agencies and organizations, and develops resources and tools to support the preparedness efforts of states and communities for disaster recovery before a disaster, as well as tools and resources for planning, managing and implementing recovery post-disaster. These post-disaster tools build upon the work of ESF #14 Long Term Community Recovery, which is superseded by the CPCB RSF.

The CPCB RSF Annex to the Interagency Operations Plan (IOP) is currently under development and will be available on this site when it is published at the end of the summer. It will supplement the IOP by providing information relevant to the CPCB RSF’s leadership, participating departments & agencies, potential partners, other RSFs, and the Federal Disaster Recovery Coordinator on supporting disaster-impacted communities.
