The NIH Common Fund was established by Congress in the 2006 NIH Reform Act to support cross-cutting, trans-NIH programs that require participation by at least two NIH Institutes or Centers or would otherwise benefit from strategic planning and coordination. In FY2012 the Common Fund budget was $556.9 M.
Each year the Common Fund offers new funding opportunities, described at https://commonfund.nih.gov/grants/fundedresearch.aspx. Also displayed at that site are several on-going High Risk-High Reward research programs for scientists with exceptional creativity who propose highly innovative approaches to major contemporary challenges in biomedical research:
