Office of Plans, Policy and Analysis (PM/PPA)


The Office of Plans, Policy and Analysis supports the PM Assistant Secretary across a range of global political-military policy issues, programs, and planning activities. PPA annually directs over $5 billion in U.S. military assistance to friends and allies through policy development, budget formulation, and program oversight. It provides input on U.S. foreign policy objectives for Department of Defense planning and military activities. PPA developed and now manages a five-year Presidential initiative to expand the worldwide capacity and availability of peacekeepers. PPA also prepares the PM Bureau's strategic planning documents.

The Office of Plans, Policy and Analysis is organized into three teams: Security Assistance, Political-Military Policy and Planning, and Global Peace Operations Initiative. The Security Assistance Team develops and manages military assistance policy and grant security assistance funding through numerous programs and in cooperation with regional bureaus. The Political-Military Policy and Planning Team interacts with the Department of Defense on global political-military policy issues and coordinates strategic political-military planning. The Global Peace Operations Initiative Team manages the President's Global Peace Operations Initiative, a five-year program to address major gaps in international peace operations support.
