Meeting Purpose and Intent:

The purpose of this meeting was for the principal investigators to meet with NIDA and SAMHSA officials to review progress implementing R21 grants under RFA DA-05-002 Enhancing State Capacity To Foster Adoption Of Science-Based Practices and offer grantees information to support future success.

Meeting Outcome:

Dr. Wilson Compton, Director of NIDA's Division of Epidemiology, Services, and Prevention Research (DESPR) welcomed participants to this meeting.

Dr. Timothy Condon, Deputy Director of NIDA, described the NIDA and Substance Abuse and Mental Health Services Administration (SAMHSA) blending initiative, which includes State partnerships.

Each of the states principal investigators (PIs) and research project directors (PDs) provided brief progress reports on their studies, followed by an open forum to discuss barriers and facilitators to study implementation. Some of the barriers discussed included:

• IRB issues - IRB issues are particularly acute because the projects are studying new practices that they plan to implement in their States, but are conducting research at the same time. Some IRBs raised concerns regarding the distinction between research on how providers were adapting the new intervention and research on implementing the intervention as part of a research project.
• Workforce issues - These issues include staff turnover, background, and education. PD Dr. Deni Carise (DE) added that different training methods are needed. Many providers cannot spare the time to attend 2-day training sessions, and those who are trained do not always implement the interventions they were trained to provide.

Dr. Victor Capoccia, from the Robert Wood Johnson Foundation, and Dr. Jack Stein, with the Center for Substance Abuse Treat (CSAT) at SAMHSA, jointly presented on blending support to promote the implementation of evidence-based practices.

A variety of NIDA officials presented information to assist the states in pursuing follow-on funding support for current and future projects.
