| WHAT: | The Federal Trade Commission will present testimony before the Committee on Financial Services of the United States House of Representatives on The Electronic Signatures in Global and National Commerce Act (ESIGN). Earlier today, the FTC and the U.S. Department of Commerce's National Telecommunications and Information Administration (NTIA) released a joint report prepared at the request of Congress regarding the benefits and burdens of the "reasonable demonstration" requirement of the consumer consent provision contained in ESIGN. The report states that ESIGN's reasonable demonstration requirement "appears to be working satisfactorily at this stage of the Act's implementation," and recommends that Congress take no action at this time to amend the statute. |
