Intelligence Division

Mission: The DOI Intelligence Division provides timely, objective, and relevant intelligence to senior Department and Bureau officials, tailored to their specific needs, and in support of their decision making processes.

The Intelligence Division is part of the Office of Law Enforcement and Security and is led by an Assistant Director. The Intelligence Division coordinates internally within the Department and with federal, state, local and tribal agencies to provide intelligence support to Departmental decision makers. The Intelligence Division is the principle interface with all Intelligence Community agencies.

Gary L. Van Horn
Assistant Director of Intelligence

Assistant Director Gary L. Van Horn has over 34 years of law enforcement experience. He began his career as a Military Policeman (airborne) and then became a Military Police Investigator assigned to the Army’s Criminal Investigation Division at Fort Bragg, North Carolina. He served for over 23 years with the United States Park Police in Washington, DC and attained the rank of Major before joining the Office of Secretary, Office of Law Enforcement and Security in 2002.

Assistant Director Van Horn is presently a Supervisory Special Agent providing oversight and guidance for the Department’s Intelligence Program. Mr. Van Horn holds a Bachelor of Science degree in law enforcement from George Mason University in Fairfax, Virginia, where he graduated Magna Cum Laude. He is a graduate of the Federal Bureau of Investigation National Academy (FBI NA), and served as the President of the District of Columbia Chapter of the FBI NA. Assistant Director Van Horn completed studies as a Senior Executive Fellow at Harvard University’s John F. Kennedy School of Government; and, he is a graduate of the Senior Executive Service Candidate Development Program.

Branches

Information Sharing Environment:
- The Intelligence Division works in close coordination with other DOI bureaus and offices to implement the provisions of the 2004 Intelligence Reform and Terrorism Prevention Act, which established the Information Sharing Environment. Through trusted partnerships with all bureaus and our federal, state, local, and tribal partners, the DOI Information Sharing Environment strives to detect, prevent, disrupt, preempt and mitigate the effects of terrorism against the interests of the Department.
- Suspicious Activity Reporting (SAR) Program: The DOI Suspicious Activity Reporting (SAR) Program leverages and integrates all DOI SAR-related activities into a unified Departmental SAR capability. The SAR program develops, evaluates and implements common processes and policies for gathering, documenting, processing, analyzing and sharing information about terrorism-related suspicious activities across the Department. The program seeks to ensure that participants within the Department adopt consistent policies and procedures that foster broader sharing of terrorism-related SARs, while ensuring that privacy and civil liberties are adequately protected in accordance with federal, state and local laws and regulations.

Intelligence Analysis:
- The Intelligence Analysis Branch is responsible for the Department’s intelligence program from planning to dissemination. The branch ensures DOI-specific intelligence is collected and provides synthesized and contextualized analyses and briefings on a wide range of DOI-related topics to Department and bureau senior leadership. The branch provides technical assistance to the bureaus as they develop bureau-specific intelligence programs. Additionally, the branch advocates for the interests of the Department within the Intelligence Community (IC) and serves a liaison function for IC entry into the Department.

National Security Programs:
- The National Security Programs Branch oversees all National Security Programs (NSP) for the Department, including Supervisory Special Security Officer functions; COMSEC Manager functions; Information Systems Security Manager functions; National Security Policy Oversight functions; Intelligence Officer functions; and, support oversight functions for all classified systems. Additionally, the NSP Branch conducts administrative functions related to those areas.

National Threat Coordination:
- The DOI National Threat Coordination Branch represents the Department on the Federal Bureau of Investigation, National Joint Terrorism Task Force (NJTTF) co-located with the National Counterterrorism Center. The National Threat Coordination Branch provides liaison between the Department, its bureaus, and the NJTTF. They perform as fully integrated Task Force Officers on the NJTTF and track all threats to Departmental critical resources and key assets. Another vital function is they provide situational awareness to the Department on significant events occurring across the country and overseas.

Geographic Information Systems:
- The Geographic Information Systems section provides geospatial information and analysis expertise to OLES/EM and to the Office of the Secretary. This expertise entails developing specialized maps tailored to the specific needs of the customer. The GIS section provides support to the DOI Operations Center and the numerous intelligence-driven initiatives.
