Counselor to the Inspector General

Ms. Regan is a 1982 graduate of the Columbus School of Law at The Catholic University in Washington, D.C. She began her Government career in 1984 as a staff attorney with the Department of Veterans Affairs, Office of District Counsel in Washington, D.C. In 1989, she transferred to the VA Office of Inspector General (OIG) and was appointed to her current position as the Counselor to the Inspector General in 1992. The Office of the Counselor is involved in all aspects of OIG operations including the conduct of investigations, inspections and audits.

Ms. Regan serves as the EEO Manager and Privacy Officer for the OIG and coordinates all complaints filed under the qui tam provisions of the False Claims Act. In addition to providing legal advice and services to the Inspector General and his staff, Ms. Regan represents the OIG in litigation filed in Federal court, in matters before administrative entities, and before the Congress.

Ms. Regan also manages the Office of Inspector General’s Office of Contract Review. This Office is responsible for conducting pre- and post-award reviews of Federal Supply Schedule (FSS) and Direct Delivery contracts awarded by VA’s National Acquisition Center, pre-award reviews of sole source contracts for health care services, pre-award reviews of selected construction proposals, and claims filed under the Contracts Dispute Act.
