    Federally Facilitated Exchanges

    Health insurance exchanges--marketplaces where people can compare and purchase coverage--are critical to the Affordable Care Act's aims to increase health insurance coverage. A state can establish and operate its own exchange, run one in partnership with the federal government, or let HHS operate a "federally-facilitated exchange" for the state. Twenty-five states have decided not to establish and run their own exchange.

    This policy brief explores the issues now arising as the federally facilitated exchanges are being shaped.
