Interagency Referral Center (IRC)
The Interagency Referral Center was established in November 2004 as a pilot program for the purpose of helping Federal agencies to meet the Executive Order 12958 as amended, referral deadline of December 31, 2009.
NARA established a small referral center as a pilot program in FY 2004 in order to provide agencies access to their information on other agencies' records in a controlled way. The primary concerns were:
- protecting accessioned records from loss or damage
- processing referrals in an organized manner that would allow NARA to get records of the highest research interest on the open shelves
- ensuring that agency determinations were captured in a a standardized way so that when NARA staff process the records for release there would be no room for misinterpretation of the decisions.
